On April 15, 2024, at 10:00 AM, Licensing Program Analysts (LPAs), Elka Chavez and Crystal Green conducted an announced Pre-Licensing inspection for a Change of Ownership. Upon arrival, Licensing staff met with Applicant Representative, Cynthia Rodriguez, also present Elizabeth Rodriguez. Applicant, Because Children Matter LLC, is requesting to be licensed for an Infant Program with a capacity of 12 (ages 12 to 24 months), a Toddler Program with a capacity of 12 (ages 18 to 36 months), and a preschool program with a capacity of 12 children (ages 2 to 5 years old). Hours of operation will be Monday through Friday from 6:30 AM to 6:00 PM.

All indoor and outdoor activity space utilized for the children was inspected today. The facility was previously licensed under the license 198400635 (Little Scholars Preschool, LLC). LPAs informed Elizabeth Rodriguez that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Elizabeth Rodriguez stated that they will be in the medication backpack located in each classroom. LPAs observed fully equipped first aid kits located inside each classroom. There is an operational carbon monoxide detector on site. All required licensing documents were observed posted in the hallway. Children will be signed in and out in the front of their designated classroom.

LPAs continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured for the infant classroom 424.68 square feet which is sufficient to accommodate the requested capacity. Total indoor activity space measured for the toddler classroom 424.90 square feet which is sufficient to accommodate the requested capacity. Total indoor activity space measured for the preschool classroom 426.32 square feet which is sufficient to accommodate the requested capacity. LPAs observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping mats, bookshelves, and other activity supplies for the children. with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via Brita water dispensers. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on March 26, 2024.

The infant room has small tables to be used for meals. LPAs observed the changing table to have at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a portable sink. Diapering sink is not used for meal preparation or dishwashing. LPAs observed 1 crib which meets regulatory requirements. The crib will be on site if a child needs it. LPAs observed sleep logs are kept in a clipboard in the classroom. Needs and Services Plans and Sleep Plans are kept in the director’s office.


LPAs observed a total of 4 sinks and 3 toilets available for children’s use. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the director’s office.

Facility will provide breakfast, lunch and pm snack. The kitchen area currently includes a sink, fridge, stove, microwave, and food warmer. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via child safety locks. The kitchen half door will be kept closed during hours of operation.

The facility currently has a fully fenced playground area for the infant and preschool component. A fence will be added in the preschool playground to create a separate playground for the toddler component. Fencing wrought iron with green mesh for privacy and is at least four feet high. The total square footage for all the outdoor activity space for the preschool is 1071.82 square feet, which is sufficient to accommodate the requested capacity. The total square footage for all the outdoor activity space for the toddlers is 1275 square feet, which is sufficient to accommodate the requested capacity. The total square footage for all the outdoor activity space for the infants is 1489.19 square feet, which is sufficient to accommodate the requested capacity. water dispensers. LPAs observed all hazardous items on the playgrounds to be inaccessible to children. Facility Representative, Elizabeth Rodriguez was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).



Facility Representative, Elizabeth Rodriguez was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA reviewed with facility representative, Elizabeth Rodriguez the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

LPA discussed the safe sleep regulations with facility representative, Elizabeth Rodriguez and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative, Elizabeth Rodriguez of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Facility Representative, Elizabeth Rodriguez was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Exit interview conducted and report was reviewed with the facility representative, Elizabeth Rodriguez.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. The following corrections are needed prior to the issuance of the license:

· Applicant will need to obtain a fence to separate the preschool and toddler outdoor play space.

Once proof of corrections is received and the final file review is conducted a license for a total capacity of 36 children (12 preschoolers, 12 toddlers and 12 infant’s) will be issued.

Licensee Representative Elizabeth Rodriguez understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
