On July 02, 2024, at 9:30 AM, Licensing Program Analysts (LPAs), Elka Chavez, Susann Sanchez and Joshua Ortega conducted an announced Pre-Licensing inspection for a new license. Upon arrival, LPAs met with Applicant, Laura Williams. Also present, Sharon Enix. Applicant, Just Who I Am is requesting to be licensed for 60 school-age children ages 6 to 16 in classrooms 1, classroom 2 and eating area (common area). Hours of operation will be Monday through Friday from 7:00 am to 6:00 pm.

The facility is located in the premises of McCoy Memorial Baptist Church. Applicant stated that children will utilize the entrance located between the parking lot and outdoor area. All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed Laura Williams that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Laura Williams stated that they will be kept in the director’s office. LPAs observe a first aid kit. LPAs did not observe a thermometer in the kit. There is an operational carbon monoxide detector on site. LPAs observed them in classroom 2 and eating area (common area). LPAs did not observe the book shelve and children’s cubbies to be anchored in classroom 1 and 2. LPAs did not observe required licensing documents to be posted. Children will be signed in and out at the eating area (common area).

LPAs continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured 3655.58 square feet, which is sufficient to accommodate the requested capacity of 60 children. LPAs observed all indoor activity space to be complete with furniture and equipment, including tables, chairs, cubbies, bookshelves, and other activity supplies for the children. LPAs did not observe age-appropriate chairs and tables. LPAs observed water damage in the wall in room 1. During the inspection LPAs obtained insects bites while in classroom 2. LPAs observed drinking water is available in the classrooms via Arrowhead water dispense. LPAs observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on June 04, 2024.

LPAs observed a total of 4 sinks and a total of 4 toilets available for children’s use. These are sufficient to accommodate the requested capacity of 60 children. Restrooms afford privacy for children. LPAs observed water damage in the wall near the last stall on the left side of the girl’s restroom. LPAs observe the toilet in the stall on the right side of the restroom was not working. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the staff restroom located upstairs in the church. LPAs observed the door leading to the church upstairs does not lock making it accessible to children.
Facility will provide breakfast, AM Snack, Lunch, and PM Snack. The kitchen area currently includes 3 commercial refrigerators, microwave, 2 toaster ovens, stove and 1 sink. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. LPAs did not observe trash containers used for storage of solid wastes to have a tight fitting cover. Food was observed to be properly stored separate from cleaning materials. Hazardous items in the kitchen are inaccessible to children via the kitchen door that is kept locked. LPAs observed cleaning materials are kept in a locked storage room located next to the restrooms.

At 10:30 AM LPAs observed the parking lot located on the corner of McKingley and 47th Street will be used for outdoor space. Applicant stated that the parking lot is used by the church on the weekends. LPAs did not observe the parking area to be fully fenced. Applicant stated that a fence will be installed to make the other church parking lot leading to 46th Street inaccessible to children in care. LPAs observed metal wire fencing placed above the brick wall with pointed sharp areas. LPAs observed wires hanging on the fence coming from the house next door. Fencing facing the street is metal and is at least four feet high. The total square footage for all the outdoor activity space is 4930 square feet, which is sufficient to accommodate the requested capacity. Shade is provided via a tree. LPAs did not observe outdoor age-appropriate toys and play equipment available on the outdoor space. Drinking water is available via a water jug and disposable cups. LPAs did not observe water fountains on premises.

Applicant, Laura Williams was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

Applicant, Laura Williams was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPAs reviewed with applicant, Laura Williams the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.
Applicant, Laura Williams was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

The following corrections are needed prior to the issuance of the license:

· The Applicant will need to install a fence in the outdoor area to block off the second lot located in the premises and a waiver to remove the barrier on the weekends for the church.
· The Applicant needs to ensure that the chain link fence in the outdoor area is free of sharp, loose, or pointed parts.
· The Applicant needs to purchase age-appropriate toys for the indoor and outdoor areas.
· The Applicant needs to fix the wall and the toilet in the girl’s restroom.
· The Applicant needs a parent board.
· The Applicant needs to purchase age-appropriate chairs and tables.
· The Applicant needs to make sure that there are no insects or bugs in the premises.
· The Applicant needs to make the door leading to the church inaccessible.
· The Applicant needs to purchase trash containers with tight fitting cover.


Applicant, Laura Williams understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
