THIS INSPECTION WAS CONDUCTED IN SPANISH
At 9:30AM, Licensing Program Analysts (LPAs) S. Sanchez and A. Padilla met with Licensee, Doris Villalata for the purpose of conducting a pre-licensing/change of location. Licensee is requesting to serve up to either 14 children, two (2) of which must be at least 6 years of age and no more than Four (4) may be infants; or 8 children, three (3) of which may be infants Infants are children under the age of 2 years. Hours of operation will be Monday- Sunday from 12:00AM- 11:59PM. Fire Clearance granted on 3/8/24.

The facility is a one-story home that consists of 3 bedrooms, 1 bathroom, living room, kitchen/dining room, and garage. LPA toured the whole facility. Off limit area will be the garage and 2 bedrooms. Ms. Villalata acknowledged that children are never allowed in the off-limit area and has locks. On limit areas are: 1 bedroom, living room, kitchen (as a walkway only), and backyard. All adults that require a criminal record clearance are cleared. LPA advised Licensee prior to any additional adults living or caring for children in the home, they must have a criminal record clearance.

LPAs observed current Pediatric CPR and First Aid Certifications (expire 3/12/26) and a copy was collected during today's inspection. LPA observed posted Parents Rights and a current disaster plan. LPA discussed licensing requirements with Licensee including the posting of licensing inspection notices and reports, as well as injury and incident reporting. There were no hazardous items located in the bathroom. Ms. Villalata stated there are no weapons in the home. There is an operable telephone on the premises. Licensee does not currently have liability insurance but is thinking about adding it. Home has adequate ventilation and heating. The heater is a wall furnace that is blocked with a child size safety gate. The backyard is completely fenced. The licensee is reminded that smoking is prohibited on the premises during hours of operation. LPAs noted space with age-appropriate toys. LPAs observed working smoke detector and carbon monoxide detector. LPAs observed 2A10BC was purchased on 01/07/24. LPAs inspected kitchen and observed knives in inaccessible locked cabinet and cleaning supplies locked and secured in storage in kitchen.

LPA did not observe any bodies of water on the property. Ms. Villalata required to provide 100 % visual supervision anytime children are outside in the unfenced areas of the yard.
LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources /safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www .cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA provided the Licensing Agency website (www.ccld.ca.gov), so the applicant may obtain updated licensing information, regulations, and forms. Licensing staff also provided the licensee with a copy of the Fact Sheet - AB 633 Childcare Parent Notification Requirements. Fact Sheet is also available on the Department's website.

Licensee as informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

On this date, 4/05/24, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.
