On May 7, 2024 Licensing Program Analysts (LPAs) Alicia Mooberry and Angelica Wallin conducted a pre-licensing inspection in Spanish. LPAs met with Odilia Valencia-Cortez, Applicant, who guided LPAs on a tour of the facility. Per Applicant, hours of operation will be Monday – Friday 6:00 am to 5:30 pm. Applicant states they will care for children Infants – 5 years of age. Individuals residing in the home were discussed and noted, all adults reported by applicant to be residing in the home and/or providing care for children have received background clearance.

The home was inspected for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents, cleaning compounds, medicines, and hazardous items that can pose a danger to children in care. This is a one-story home which consists of 4 bedrooms, 2 bathroom, living room, kitchen, front and backyard (fenced), storage unit and detached garage located in the back yard of the home.

Areas used by children include: Bedroom 1 and living Room (main daycare areas), kitchen, bathroom in hallway, and back yard.

Areas off limits include: Bedrooms 2, 3 and 4, storage unit and detached garage. The off limit bedrooms are maintained inaccessible by adding safety door knobs, the garage storage area behind garage and separate storage unit were observed to be unlocked.

Kitchen: Knives and other sharp utensils are located in overhead cabinet in the kitchen. Cleaning products were located in cabinets locked with safety latches under the sink.

Detergents and cleaning compounds, medicines. and in the overhead shelves in the laundry room. There are outlet covers throughout the home.

The home was observed to be clean and orderly. LPA observed age appropriate toys and learning materials in the daycare area. First Aid and emergency supplies are available located in bedroom. LPA discussed emergency disaster drills and provided a sample log sheet. -------------PAGE 1

LPA observed the required 2A10 BC fire extinguisher in the bedroom, with purchase receipt dated 11/11/21. Applicant was reminded that fire extinguishers need to be purchased or serviced yearly. Smoke and carbon monoxide detectors in (location) were tested and are operable. There is a wall heater in the living room was observed to be covered and secured to the wall. The applicant will use fans to maintain home comfortable.

The applicant states that meals will be provided by facility and parents will also have the option to bring food from home. Applicant was informed that any food brought from the children’s homes must be labeled with child’s name and properly stored or refrigerated.

The applicant has completed the required Health and Safety Training, Nutrition, and Lead Training on 9/4/23, and Pediatric First Aid/CPR expire on 07/2024. Required immunizations are current. Mandated Reporter General Training 2/24/24. The applicant needs to complete the Child Care Provider training prior to licensing.

Per Applicant, there are no weapons or firearms in the facility, none were observed by LPA. Applicant has no pets at this time.

Per applicant, the back yard will be used as outdoor play area. LPAs observed the following:

The detached storage unit was observed to be open, a barbecue grill with no cover, outdoor metal heater, The yards are enclosed with shade and grassy play area. The detached garage and storage space behind the garage was not closed.

There are no bodies of water on the premises.

LPA reviewed with applicant the LIC 311D, Forms/Records To Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted

LPA discussed the Safe Sleep Regulation and provided in Spanish PIN 20-24-CCP and Infant Sleep Plan LIC 9227. Children and Infants will nap in living room and bedroom #1, mats and a crib are available, Per licensee, the door to the bedroom will be open at all times.

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.


LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information, see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The isolation area for a sick child waiting to be picked up will be in the living room next to the exit away from other children.

Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

The licensee is required to be present and supervise children for no less than 80 percent of the time of operations. In the absence of the licensee a qualified adult must be present supervising the children; a qualified adult is an individual who has a valid and current adult/infant CPR & Pediatric First Aid certification, TB clearance, immunization, Mandated Reporter training certificate www.mandatedreporterca.gov, and a valid criminal record clearance associated to the facility license.

On this date, 5/7/24, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

The applicant provided proof of control of property. Per applicant, there are no dual licenses at this address. Applicant’s email address was obtained during this inspection. The applicant was advised that email may be public information.


The following corrections need to be made prior to obtaining a small family child care license.
Proof of corrections are due by 5/17/24
1. Applicant needs to complete the Mandated Reporter Training – Child Care Provider (AB1207 compliant).
2. Applicant will provide proof that the wall heater has been shut off by the gas Company.
3. The backyard/play area need to be made hazard free. Per Applicant, The areas behind the garage, behind the storage unit, behind the washer and dryer and on the side of the home will be made inaccessible.
4. The Barbeque grill and tall heater will be covered
5. The front loading dryer will be latched.
6. The applicant will add safety door covers to the off limit bedrooms will.
A small family childcare license will be granted upon completion of all required documentation and corrections.
