On 3/7/25 Licensing Program Analysts (LPA) Tyler Reyes and Joshua Ortega conducted an unannounced Annual Inspection at the above facility. LPAs met with Licensee Valencia Cortez, Odilia provided her with an entrance check list and conducted a tour of the home. LPAs observed (3) three children in care during inspection. Per Licensee there are (5) five children currently enrolled. Per licensee hours of operation are Monday – Friday 6:00AM to 5:00PM. Per Licensee food is provided by the facility. Per licensee no children in care currently have food allergies. Per licensee transportation is provided for Child #2 (C2) to school. A valid California Driver License for the licensee was observed with an expiration date of 04/17/2026. The car seat is provided by the parent, and the licensee has an additional car seat available.

LPAs observed all appropriate documents on licensing board (Facility License (LIC 203), Emergency Disaster Plan (LIC610a), Notification of Parents' Rights Poster (PUB 394), Child Care Facility Roster (LIC9040). LPAs observed Licensee current Pediatric CPR (Adult/Child/infant) and Pediatric Adult/child First Aid certifications with an expiration date of 7/25.

Individuals residing in the home have been discussed and noted. All adults present in the home have obtained a criminal record clearance or exemption. All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. The following was observed and reviewed during this inspection:

This is a one-story home which consists of 4 bedrooms, 2 bathrooms, living room, kitchen, front and backyard (fenced), storage unit and detached garage located in the back yard of the home. Per Licensee areas used by children include are Bedroom 1 and living Room (main daycare areas), kitchen, bathroom in hallway, and back yard. The off-limit areas include Bedrooms 2, 3 and 4, storage unit and detached garage.

Kitchen area was observed to be clean and free of clutter and have no sharp objects or chemical compounds accessible to children in care. Bathroom in hallway was observed to be clean and free of hazards.

Cleaning products were in locked in top cabinet in hallway closet. There are outlet covers throughout the home. The home maintains telephone service via landline and cell phone. Per licensee there are no firearms on the premises. Applicant has no pets currently.

Applicant states they will care for children Infants – 5 years of age.

LPAs observed C1 was missing proof measles in their immunization's record.



The home was observed to be clean and orderly. LPAs observed age appropriate toys and learning materials in bedroom 1. First Aid and emergency supplies are available located in bedroom 1. LPAs observed in bedroom 1 cots for sleeping and (3) three cribs and changing table.

Staff records were reviewed and observed to be complete. (5) five Children’s files were reviewed

Smoke and carbon monoxide detectors were tested and are operable. There is a wall heater in the living room was observed to be covered and secured to the wall. Per licensee wall heater is nonoperational.

LPAs observed outside back yard detached storage unit was observed to be closed, a barbecue grill with cover, outdoor metal heater closed, The yard is enclosed with shade and grassy play area. The detached garage and storage space behind the garage was closed. There are no bodies of water on the premises.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and SafetyCode section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-
CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the
Department. The following information regarding ADA was provided: US Department of
Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383
(TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the
ADA, available at: https://www.ada.gov/resources/child-care-centers/.

Licensee was informed of the MyChildCarePlan.org website; a
consumer education website that helps families obtain child care by connecting them to child
care providers and Resource and Referral Agencies (R&Rs) throughout California.

A notice of site visit was given to Licensee and must remain posted for 30 days. Appeal rights were provided.
