Licensing Program Analysts (LPAs) Susann Sanchez conducted a annual inspection and a capacity increase inspection. LPA met with Licensee, Tania Valenzula who guided analyst on a tours of the facility. During this inspection individuals who reside in the home were discussed and noted. All adults that require a criminal record clearance are cleared. Hours of operation Monday to Friday 7am to 6pm. At 12:00pm, Licensee provided LPA the tour of the home.

This is a one-story home that consists of 2 bedrooms, 1.5 bathrooms, 2 living rooms, kitchen/dining room, and detached garage. The daycare area will be at the second living room, bathroom (located in the same area), and part of the backyard are all "on Limit" areas.The fireplace located in the daycare area is not used and has children's cubby bolted to the wall covering fireplace. Parents come into the facility using the back gate, which also has a camera. Off limit areas are: detached garage, kitchen, 2 bedrooms, 1 bathroom, 1 living room, and side of backyard. The backyard is completely fenced. All "off limit" areas were gated or locked, making it inaccessible to children in care.
Areas that will be used by children were inspected for safety, comfort, and cleanliness. LPA observed equipment, toys and age-appropriate materials for children in the living room area. Licensee will use their cell phone as the day care phone. LPA observed detergents, cleaning compounds, and medications that can pose a danger to children are made inaccessible in a locked in a cabinet. Knives are stored in a locked kitchen cabinet. LPAs did not observe hazardous items in the kitchen. Per Licensee there are no poisons in the home. The Licensee was advised that any poisons must be locked, not only inaccessible. Children nap on cots and infants sleep in a crib the living room.

Facility was granted fire clearance (LIC 850) on 09/12/24 by Inspector Burciaga. LIC 850 states that the wall heater is shut off. LPA observed posted Parents Rights and a current disaster plan. Licensee stated there are no weapons in the home. Licensee does liability insurance. Home has central heating and air conditioning system.

The fire extinguisher was purchased on 09/16/24. Smoke and carbon monoxide detectors were tested and are operable. Licensee provides food for children in care. Consult was provided that they shall be present in the home and ensure children are supervised at all times and if Licensee temporarily leaves the home, they must ensure a substitute adult with required training and documents supervise the children in their absence. Isolation area for sick children waiting to pick up by a parent will be in the living room or entry way area, away from other children. Capacity and ratio was discussed with Licensee and a handout was provided.

Currently licensee cares for one infant. LPA reviewed of the new Safe sleep regulations, including the LIC 9227 Infant Sleep Plan for infants under 12 months and 15-minute sleep check documentation for infants 0-24 months. LPA observed that napping equipment does not block entrances or exits. Infant mattresses were observed to be firm with tightly fitted sheets. LPA did not observe loose object, bumpers, objects hanging, or objects attached to the cribs. Each infant has their own play yard and bedding. Currently Licensee does have a sleep log and documenting every 15 minute.

Children’s records were reviewed and included (LIC) 282- Affidavit Regarding Liability Insurance, Immunization Records, LIC 700- Identification and Emergency Information, LIC 627- Consent for Medical Treatment, LIC 995A Notification of Parents’ Rights. Licensee has completed the required Health and Safety Training, Pediatric First Aid and CPR (expires 0/17/25) and Mandated Reporter Training (expires 04/19/25). Licensee has proof and has submitted immunization against measles, pertussis and influenza on file. Licensee currently has 1 assistant. Staff records were reviewed for approved Pediatric First Aid and CPR certification, LIC 508-Criminal Record Statement, LIC 9052- Employee Rights, Proof of immunizations against measles, pertussis and influenza or influenza declination, TB clearance or risk assessment, LIC 9108- Statement of Child and Mandated Reporter Training Certificate (expires 02/1/25) and Health & Safety course dated 11/12/2022.

Outdoor play area is located in the backyard. The backyard has 2 sections. The section to the right of the home is gated off. LPA observed that the backyard is fenced and free of hazards. There is a play structure. The play structure. LPA did not observe any pool, spas or bodies of water on the premises.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. During the exit interview, Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

Currently there are no corrections to be made. LPA will submit application for a capacity increase to the department.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee T. Valenzuela.
