On August 29, 2024, at 9:30 am, Licensing Program Analysts (LPAs), Elka Chavez, Jeanette Estrada and Portia Bowden conducted an announced Pre-Licensing inspection for a change of ownership. The facility is currently licensed (License Number 191600112 and 197419885). Upon arrival, LPAs met with Applicant Cheree Montgomery. Applicant is requesting to be licensed for 20 preschoolers 2 to 5 in building B. Hours of operation will be Monday through Friday from 6:00 am to 7:00 pm.

This facility is located in the premises of St. Timothy’s Episcopal Church. There is also a head start preschool on the same premises (License number 197493538). Parents will enter through the parking lot located on West Laurel Street. All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed Cheree Montgomery that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.When medications are on site, Cheree Montgomery stated that they will be located in the locked closet next to the reception area. A fully equipped first aid kit is located in the director’s office. There is an operational carbon monoxide detector on site located in the main room. All required licensing documents were observed posted in the main room. Children will be signed in and out in the reception area located in the main room.

LPAs continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured 704.82 square feet, which is sufficient to accommodate the requested capacity of 20 children. LPAs observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. LPAs observed there are two separate classrooms (science math room and main room) in building B. LPAs observed 3 wall heaters with barriers in the main room. LPAs observed the barriers for the wall heaters were anchored to the wall. Drinking water is available in the classrooms via bottled water dispensers.

LPAs observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on July 15, 2024.

LPAs observed a total of 2 sinks and 4 toilets available for children’s use. These are sufficient to accommodate the requested capacity of 20 children. LPAs observed two of the toilets were not age appropriate for children. There is a separate staff restroom equipped with a toilet and a sink located in the church. The isolation area for children who are ill will be the director’s office.



Facility will provide breakfast, am snack, lunch, pm snack and dinner. All meals will be delivered by Compton Unified School District. The kitchen area currently includes a refrigerator, 2 water bottle dispensers and a sink.

The facility currently has a fully fenced playground area. Fencing is brick and iron and is at least four feet high. The total square footage for all the outdoor activity space is 1898.91, which is sufficient to accommodate the requested capacity. Shade is provided via a shaded patio area. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a plastic indoor climbing structure on the playground for children ages 5 to 8. LPAs did not observe adequate cushioning in fall zones of climber. LPAs observed drain covers on the ground were not properly secured. LPAs observed a water heater near the storage room with an unstable cover. LPAs observe flies in the outdoor play area by the math science room. LPAs observed the covers to the vents for the crawl spaces to have sharp, loose and pointed parts. LPAs observed meters that are accessible to children in care. LPAs observed a boulder in the outdoor area in front of the main room. LPAs observed a bush that with pointy branches. LPAs observed the church is accessible in the outdoor area on Oleander Avenue which is off limits. Drinking water is available via igloo water dispenser. Applicant, Cheree Montgomery was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).



The following corrections are needed prior to the issuance of the license:

· Applicant will need to add adequate cushioning in fall zones of the climber.

Applicant, Cheree Montgomery understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.

Applicant Representative, Cheree Montgomery was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.”
