25 | On June 4, 2024 at 1:00 pm, Licensing Program Analyst (LPA) Angelica Wallin conducted an announced Pre-Licensing inspection. The purpose of the visit was to ensure that health, safety and personal rights, as required by Title 22 Regulations governing California Family Child Care Homes, will be met by applicant, Dahlya Avila. Applicant applied for a Small Family Child Care Home with maximum capacity of eight children. LPA met with applicant and was guided on a tour of the home, indoor and outdoor.
LPA discussed residents in the home. During inspection, applicant informed LPA that A3 holds a foster care license that is connected to the facility address: RFA#19P034874. Applicant's home is a one story three-bedroom, two bathroom home with a living room, family room, dining room, laundry room, kitchen, front and back yard. The primary childcare area of the home shall be: family room as the day care room, living room as the isolation area, dining room, one bathroom, kitchen and backyard. Areas off limits include: three bedrooms, one bathroom, and right and left side yards. LPA discussed with applicant regarding securing off-limit areas. Per applicant stated all off-limit bedroom, bathroom, laundry room and closet doors are made secure via child-proof safety doorknob covers. Per applicant, door knob covers to be purchased and be placed to secure all off-limit locations.
The home was inspected for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents, cleaning compounds, medicines, and hazardous items that can pose a danger to children. LPA noted space with age-appropriate toys. LPA observed working smoke detector and carbon monoxide detector. During inspection, LPA observed a dual wall heater in the living room and hallway with anchored barricade and another wall heater in the family room with an anchored barricade. LPA observed fire extinguisher with purchase receipt of 6/2024. During inspection, LPA observed all chemicals and cleaning supplies located on high shelf in off-limit laundry room of dining room inaccessible to children in care. LPA observed knives located in kitchen cabinet on high shelf inaccessible to children in care. LPA observed childcare bathroom. LPA observed Listerine, toothpaste, shampoos and razors located in main bathroom accessible to children in care. Applicant immediately addressed and removed items and placed them in child proof safety latched cabinet under the sink. According to the applicant, there are no weapons or firearms at the home; LPA did not observe any firearms or weapons at the time of the inspection.
