Licensing Program Analysts (LPAs) Randy Derraco and Peter Bishop conducted an announced pre-licensing inspection to the above mentioned address on 10/08/24 at 1:00 PM. LPA met with applicant, Maria Alba, who guided LPA on a tour of the home. LPA observed no additional adults and 2 children present during inspection. Per licensee, children in care are brothers that she is caring for today. Individuals residing in the home have been noted and discussed. The applicant is requesting a large family childcare home license and a location change to her current license. Per applicant, operation hours will be Monday through Friday, 6:00 AM to 6:00 PM. Applicant states that they will care for children ages 0 to 12 years old

All areas identified on the facility sketch were inspected, including but not limited to, off limit areas. This is a single story home that consists of 3 bedrooms, 2 bathrooms, living room, family room, den, dining room, kitchen, front yard and side yard. The off limit areas include 2 bedrooms, 1 bathroom, living room, kitchen, and side yard. The applicant understands that licensing staff may have access to off-limit areas during inspection visit if necessary.

Main care areas include den, family room, dining room, bedroom, bathroom and front yard. Parents will enter the facility through a door located on the north side of home. The den was observed to have sleeping cots, age appropriate toys, wooden storage locker for personal belongings, child sized tables, school desks, a wooden diaper changing stations, and two high chair feeding tables. LPAs observed that the safety belts were not installed onto the highchair feeding tables. LPA advised applicant that highchairs must be used as instructions intended. Applicant states children do not like to be tied down. LPA advised again that highchairs must be used as instructions intended or be made inaccessible. The bedroom was observed with a playpen, a kidney table with chairs, and additional age appropriate toys. The bathroom was observed to be clean with an operable sink, faucet and toilet. The family room was observed with a wall mounted television, an L shaped couch and a coffee table. The dining room was observed with a dining table, dining chairs and a treadmill. LPAs observed the treadmill to be unplugged. A door was observed to separate the dining room from the off-limits kitchen. Per applicant, she will provide food for children in care. Applicant

was advised that children bringing food from home will need to have containers individually labeled and properly stored or refrigerated. The outdoor play area is located in the front yard. LPAs observed the outdoor play area to have perimeter fencing and outdoor play equipment.

Areas that will be used by children were inspected for safety, comfort, cleanliness. LPA observed operable telephone service via a cell phone. Applicant was advised that cell phone must remain at the facility during operation hours. LPAs observed the home to have air conditioning via an air conditioning unit mounted in the window in the family room. Per licensee, radiant heat is provided by a plug in appliance that is stored during hot days. Detergents, cleaning compounds and hazardous items that can pose a danger to children are made inaccessible beneath the kitchen sink. LPAs observed the cabinets beneath the kitchen sink to be locked with a U-Lock. The applicant was advised that any poisons must be locked, not just inaccessible. Parent board is visible in the main care area with Parent's Rights Poster and Emergency Disaster plan. LPAs observed the Emergency Disaster Plan is incomplete. Per applicant, Children will nap on cots in the main care area. Applicant does plan on enrolling infants 0-24 months

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Per applicant there are no pets, in the home and there are no bodies of water. LPA did not observe any of the above items. Applicant states that fire arms are stored in the home. LPAs did not observe any firearms during inspection. LPA observed that the Applicant has a 2A-10BC fire extinguisher in the home, with a purchase receipt dated 04/16/24. Smoke and carbon monoxide detector were tested and are operable. The applicant has completed the required Health and Safety Training, Nutrition, and Lead Training, Mandated Reporter Training and Pediatric First Aid and CPR. Applicant has proof of required immunization's. Assistants have required training's and immunization's. There are first aid supplies available. The applicant provided proof of control of property.

Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. On this date, 04/11/24, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA advised the applicant how to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.cdss.ca.gov.

Applicant is requesting a large family child care along with a location change. Fire clearance was approved on 09/09/24. A large family childcare license and location change may be granted upon Licensing Program Manager (LPM) Approval. Once licensed, the applicant is required to comply with the terms and limitations stated on the license.

Prior to approval of a large license with a location change, applicant must show proof of the following corrections by 10/22/24:
-Treadmill located in living room must be made inaccessible
-Heating must be provided by a forced air appliance
-LIC 610A - Emergency Disaster Plan must be completed in it's entirety
-Copy of Mandated Reporter AB1207 compliant training certificate.
-Fire arms must be observed to be properly locked
