On November 04, 2024, at 10:00am, Licensing Program Analysts (LPAs), Elka Chavez and Joshua Ortega conducted an announced Pre-Licensing inspection for a change of ownership. The facility is currently licensed (License Number 198006258). Upon arrival, LPAs met with Facility Representative, Annie Chou. Also present was Anna Martinez. Applicant, Belmont Shore Children’s Center LLC is requesting to be licensed for 70 preschoolers 2 to 6 in classrooms: Guppies, Seahorse, Penguin and Dolphins. Hours of operation will be Monday through Friday from 7:00am to 5:30pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed Anna Martinez that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Anna Martinez stated that they will be in a higher cabinet located in the office. A fully equipped first aid kit is located in the office. There is an operational carbon monoxide detector on site located in the office and in the large room (Dolphins and Penguins classroom). All required licensing documents were observed posted in the office. Children will be signed in and out at the office.

LPAs continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured 2312.13 square feet, which is not sufficient to accommodate the requested capacity of 70 children. LPAs observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. LPAs observed a changing table in the Guppies classroom within arm’s reach of a sink. LPAs observed a large open space room towards the back of the facility which is divided into two separate classrooms (Dolphins and Penguins) via cabinets. Drinking water is available in the classrooms via water jugs which are filled in the kitchen's water faucet. LPAs observed a water dispenser which is used by the facility for staff drinking water. Children are required to bring their own water bottle from home. LPAs observed all hazardous items to be kept in the janitors closet which is kept locked making it inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on September 24, 2024.

LPAs observed a total of 12 sinks and 6 toilets available for children’s use. These are sufficient to accommodate the requested capacity of 70 children. There are two separate staff restrooms equipped with a toilet and a sink. The isolation area for children who are ill will be in the staff restroom located in the Guppies classroom.

Facility will provide AM/PM snacks. Parents will provide their child lunch. Per applicant representative, facility will have snacks in case of an emergency. There is a kitchen located on the premises. The kitchen area includes a refrigerator, sink, stove and food prep counter top. The kitchen prep area was observed to be free of hazards. Food was observed to be properly stored separate from cleaning materials. The kitchen and food storage areas were observed to be free of rodents and/or vermin.

The facility currently has a fully fenced playground area. Fencing is brick and is at least four feet high. The total square footage for all the outdoor activity space is 8253.51 square feet, which is sufficient to accommodate the requested capacity. Shade is provided via shade tarps. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a tiny tike climbing structure on the playground for children. LPAs observed adequate cushioning in fall zones of climber provided by wood chips. Drinking water is available via water jugs. LPAs observed all hazardous items on the playground to be inaccessible to children. Applicant Representative Annie Chou was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).



No corrections are needed. A license for 66 children will be granted upon a final file review.

Facility representative, Annie Chou was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or

LPAs reviewed with facility representative, Annie Chou the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Applicant, Annie Chou was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.



A notice of site visit was given to facility representative, Annie Chou and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.

Exit interview conducted and report was reviewed with the facility representative, Annie Chou.
