On 11/14/24 at 11:10 a.m., Licensing Program Analysts (LPAs), Elka Chavez, Alicia Mooberry and Joshua Ortega conducted an announced Pre-Licensing inspection for a new license. Upon arrival, LPAs met with Facility Representatives Chandra McCleary and Dewey Robbins. Applicant, Toddler Town Enrichment Center LLC is requesting to be licensed for 50 preschoolers ages 2 to 6. Hours of operation will be Monday through Friday from 5:00am to 7:00pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPAs observed the facility is located on the corner of a shopping center on Wilmington Avenue and Compton Blvd. The facility is fenced and has its own separate parking area. LPAs informed Chandra McCleary that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Chandra McCleary stated that they will be kept in the directors’ office. A fully equipped first aid kit is located in the director’s office. There is an operational carbon monoxide detector on site located next to the door used to exit to the outdoor activity area. All required licensing documents were observed posted in the main entrance. Children will be signed in and out in front of the main entrance.

LPAs continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured 1629.66 square feet which is not sufficient to accommodate the requested overall capacity of 50 children. LPAs observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. At 11:30 a.m., LPAs observed the doors used to enter the facility can be opened easily. LPAs observed there is an ADT alarm that has a voice alert indicating that a door has been opened. LPAs heard the alert to have an approximate two-second delay. Drinking water is available in the classrooms via pitchers and disposable cups. The pitchers will be filled by use of filtered water gallons purchased by the applicant. LPAs observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on October 03, 2024, for a total of 48 children.

LPAs observed a total of 4 sinks and 4 toilets available for children’s use. These are sufficient to accommodate the requested overall capacity of 50 children. LPAs observed 2 small size toilets in the middle of the restroom to be used by children. Applicant representative, Chandra McCleary stated that they will be swapped with two of the toilets. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the isolation room located next to the main entrance. Per Applicant representative, Chandra McCleary ill children will use the staff restroom.

Facility will provide breakfast, lunch and PM snack. The kitchen area currently includes a sink. LPAs observed a microwave under the kitchen sink. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. LPAs observed the refrigerator is located in a room inside the director’s office. LPAs observed cleaning supplies are kept in the top shelf of a storage cabinet in the staff restroom.

The facility currently has a fully fenced playground area. LPAs observed fencing is iron and is at least four feet high. LPAs did observed the gates to the outdoor activity were being held by clear pieces of tape. LPAs did not observe the gates to have a latch or lock to keep children in the outdoor activity area. The total square footage for all the outdoor activity space for the preschool is 3013.24 square feet, which is for only 40 children at one time. A playground waiver to share the playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to licensure. LPAs did not observe a shaded rest area for children. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There are two Kidtime climbing structures on the preschool playground for children. LPAs did not observe the pink and yellow Kidtime structure to be properly anchored. There is cushioning in fall zones of climbers provided by rubber playground tiles. LPAs observed the rubber playground tiles under the pink and yellow structure may pose a potential tripping hazard due to not being leveled and raised approximately 2 inches from the ground. Drinking water is available via water pitchers filled with filtered water. Applicant representative, Shandra McCleary was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

Facility representative, Chandra McCleary was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPAs reviewed with facility representatives, Chandra McCleary the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Facility Representatives, Chandra McCleary was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.



The following corrections are needed prior to the issuance of the license:

· Applicant will need to install an alarm to alert staff when the doors to the facility are opened.
· Applicant will need to install the small size toilets in the children’s restroom.
· Applicant will need to place a potty ring in the staff restroom/ill isolation bathroom.
· Applicant will need to request a waiver for staggered use of the outdoor activity space.
· Applicant will need to place fix the gates to the outdoor activity space.
· Applicant will need to install alerts in the gates that lead from the outdoor activity area to the facilities parking lot.
· Applicant will need to anchor the pink and yellow Kidtime play structure.
