On 03/05/2025 at 9: 30 am, Licensing Program Analysts (LPAs), Elka Chavez and Joshua Ortega conducted an announced Pre-Licensing inspection requesting to add a new Toddler/ State Preschool and Head Start Program and to convert the existing Preschool/ State Preschool and Head Start Program (191870897) into a Single License. LPAs met with Facility Representatives, Patty Venegas and Kenicia Mota. This location is currently licensed to operate as a Preschool/ State Preschool and Head Start Program (191870897) with the capacity of 119 children from ages 2 until entry into first grade in (6) classrooms: Preschool 1, 2, 3,4,5 and 6.

The licensee, University of Southern California, is requesting to decrease the licensed capacity to (96) children by adding a new Toddler component with a capacity of (16) children from ages 18 to 36 months old in (1) classroom: Room 1; and the State Preschool/ Head Start program capacity will be reduced to (80) serving children from ages 2 to 5 in (5) classrooms: 2,3,4,5, and 6. Hours of operation will be Monday to Friday from 7:30am to 3:00pm.

Due to Assembly Bill (AB) 605, this location will be converted into a single License which is the conversion of currently licensed Childcare Centers with multiple licenses and is owned and operated by one licensee at a common address for different age components.

There were 68 children present with 10 staff members during today’s inspection. All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed Facility Representative that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Facility Representative stated that they will be kept in each classroom and stored in a locked storage cabinet. A fully equipped first aid kit is located within each classroom. There is an operational carbon monoxide detector on site. All required licensing documents were observed posted in the main lobby. Children will be signed in and out at the entrance of their designated classroom.

LPAs continued to tour the facility and measured the indoor activity space. The total toddler indoor activity space measured is 709.26 square feet, which is sufficient to accommodate the requested toddler capacity of 16 children. The existing preschool indoor activity space measured is 3487.67 square feet, which is sufficient to accommodate the requested preschool capacity of 80 children. LPAs observed a changing table in classroom 1 to have at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. LPAs observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available for the children via water dispenser and disposable cups. LPAs observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 02/04/2025.

LPAs observed a total of (3) sinks and (4) toilets available for toddler children’s use. There is a changing table located within the Toddler classroom. There was a total of (9) sinks and (10) toilets available for preschool children’s use. These are sufficient to accommodate the overall requested capacity of (96) children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the site supervisor office. The staff restroom located next to the site supervisor’s office in the main lobby will be the designated ill restroom.

Facility will provide Breakfast, Lunch and Snack to the children in care. The food is catered to the facility. The kitchen prep area includes 3 refrigerators, 2 freezers, 2 utility sinks, 2 microwaves, 1 food warmer, 1 dishwasher and food prep countertop. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via a closed door.

The facility currently has a fully fenced playground area, and patio areas designated for the preschool children’s use. LPAs observed the designated outdoor activity space for the Toddler to be the patio area behind classroom 1 and 2. Fencing is made of brick which is at least four feet high. The total square footage for designated toddler outdoor activity space is 709.26 square feet for only 14 children at one time, which is insufficient for the number of children being requested. A playground waiver to share the playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to

licensure. The total square footage for designated preschool outdoor activity is 10350.64 square feet, which is sufficient to accommodate the requested preschool capacity. Shade is provided via shade structure, umbrellas and trees. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the preschool playground for children ages 2 to 5 which is properly anchored. There is adequate cushioning in fall zones of climber provided by rubber turf cushioning. Drinking water is available via water dispenser and disposable cups. LPAs observed all hazardous items on the playground to be inaccessible to children. Facility Representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Per Facility Representatives, the facility has already completed lead testing and has the results on file.

Facility Representatives was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. “

Upon a final file review and approval of the outdoor waiver request, a license for a total of 96 children: (16) toddlers serving ages 18 to 36 months in classroom 1; and (80) preschoolers serving ages 2 to 5 years old in classrooms 2,3,4,5, and 6 will be granted upon a final file review.

Exit interview conducted and report was reviewed with the Facility Representatives, Kenicia Mota and Patty Venegas.
