An Informal Conference was conducted today in the Monterey Park Regional Office. The purpose of this informal conference meeting is to discuss the large number of complaints received, high number of complaints related to drugs, and complaints related to altercations between clients. Present in the meeting is Regional Manager Araceli Ramirez, Licensing Program Manager David Sicairos, Licensing Program Analyst Erik Zaragoza, along with facility representatives Santos Dominguez and David Stock. The informal conference process was explained during this meeting.

Issues discussed during the meeting were:
  • High number of complaints
  • High number of complaints related to drugs
  • Complaints related to altercations between clients.
  • Administrator qualifications and duties


The facility has stated they will do the following to achieve continued and substantial compliance:
  • Train all staff on Crisis Prevention Intervention (CPI)
  • Incentivize client engagement during meetings with L.A. CADA and adult Full Service Partnership programs (FSPs)
  • Will request participation from the Sheriff's department to speak at resident council meetings
  • Technical Support Program (TSP) was offered during meeting, administrator accepted the referral, the department will submit referral on the facility's behalf
  • Administrator will discuss the possible implementation of security services with the licensee
  • Administrator will follow up with local fire department in regards to the possibility of having one point of entrance to the facility between 10 PM - 5 AM
  • Facility will continue to ensure that house rules are enforced, and will take action against clients if they break them

Per California Code of Regulations, Title 22, and California Health and Safety Code, there were no deficiencies issued following the meeting. Exit interview held and a copy of the report was provided.
