Licensing Program Analyst (LPA) Glenn Trueman conducted a subsequent complaint visit to investigate the allegations listed above. LPA was met by Administrative Assistant Christina Velasquez and explained the purpose of the visit. Administrator Joyce Garcia arrived shortly thereafter.

The investigation consisted of the following: During the initial visit conducted on 6/26/2024, LPA Mora requested a copy of staff and client rosters and conducted a tour of facility and common areas. LPA observed a sufficient supply of perishable and non-perishable foods. LPA observed the residents to identify any signs of neglect, abuse, or other immediate health and safety threats. LPA did not observe any immediate health and/or safety concerns.

During today's visit, LPA Glenn Trueman interviewed Clients #1 - 6 (C1 - C6), and Administrator Joyce Garcia. Tour of the facility was conducted and included inspection of Rooms 103, 110, 24, 7, 105, 210 and 201.

The initial visit was conducted by the Investigations Branch (IB) Investigator Lorraine Patterson on 07/24/24. The IB investigation was completed on 08/02/24.
On the visit 07/24/24 the following was done:
Interviews with clients and staff and review of Service Request, LIS Facility Profile, Complaint History Summary, client roster, residential client’s Identification and Emergency Information sheets
Investigator. Lorraine Patterson took photographs during unannounced visit of rooms #: 10, 103, 105, 112, & 201.
In regards to the allegations Residents are doing drugs in the facility and Residents are selling drugs in the facility there was insufficient information obtained to support that residents in rooms # 7, 24, 103, 105, 110, 201, & 210 are using and/or selling crystal methamphetamine at the facility.
At today's visit 12/16/24 in regards to the allegations Residents are doing drugs in the facility and Residents are selling drugs in the facility based on interviews conducted, inspection of client rooms and information gathered it was revealed by Clients 1-6 that there is no marijuana use or any drug use in the facility. All stated they do not do marijuana in their rooms or any drugs in their rooms.
Also stated they have not observed any selling of drugs in the facility and they have not sold drugs in their rooms.
Interview with the Administrator who stated that there is no marijuana or other drugs in the facility and has worked closely with law enforcement to keep outsiders who may sell drugs to not be allowed entry into the facility.
Tour of the facility was conducted and included inspection of Rooms 103, 110, 24, 7, 105, 210 and 201 and LPA did not smell marijuana and did not observe any drug parafernalia in client rooms.
There was also no smell of marijuana in the facility.
In regards to the allegations Residents are doing drugs in the facility and Residents are selling drugs in the facility the findings are Unsubstantiated.
Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are UNSUBSTANTIATED.
