An Informal Conference was conducted today in the Monterey Park Regional Office. The purpose of this informal conference meeting is to follow up on the items discussed during the initial informal meeting that was held on 7/24/2024. Present in the meeting was Licensing Program Analysts Erik Zaragoza and Noemi Galarza, along with Licensing Program Managers David Sicairos and Lisa Hicks. Joyce Garcia, administrator of Pico Rivera Gardens, and Santos Dominguez, consultant for the facility, joined the meeting.

Items discussed included how the facility has addressed the following:
  • High number of complaints
  • High number of complaints related to drugs
  • Complaints related to altercations between clients
  • Administrator qualifications and duties

In response to the above mentioned items, the Department has observed the following:
  • In regards to the high number of complaints, there has a drastic decrease in the number of complaints being filed against the facility, down to three (3) total complaints since 7/24/2024.
  • None of the three (3) complaints filed were related to drugs.
  • None of the three (3) complaints filed were related to client-on-client altercations.
  • Since the initial meeting that was held, the facility appointed Joyce Garcia as the permanent administrator for the facility.

In addition to the above mentioned items, a discussion was held related to the complaint investigation conducted by Licensing Program Analyst Noemi Galarza, with complaint control number #28-AS-20240507135858, which is addressed in a separate report.

Per California Code of Regulations, Title 22, and California Health and Safety Code, there were no deficiencies issued following the meeting. Exit interview held and a copy of the report was provided.
