Licensing Program Analyst (LPA) Ana Soto conducted a subsequent complaint investigation to deliver findings and decisions for the allegations listed above. Today’s complaint investigation was conducted with Greg Becker, the facility’s Executive Director.

The investigation consisted of following: Interviews and Record reviews. On 08/31/21, LPA Soto interviewed Executive Director, S#2 - S#4, and R#1 - R#5. LPA Soto and Executive Director toured rooms #117A, #110, #205, #213, #228A, and lobby. LPA Soto received the following documents on 08/31/21; Resident Roster, Staff Schedule, staff roster, trainings for med techs, and Mars (May & June 2021) for R#4 & R#5.

Based on LPA investigation, the investigation revealed the following: For Allegation 1 - Staff are not trained to pass out medications. Interviews with the Executive Director and S#2 – S#4, stated that all the medication technicians are trained on the job and some have previous experience. LPA Soto reviewed the training for medication technician, they do have the proper and sufficient training to pass out medication. Interviews with R#1 – R#5, that they feel they do they get their medications all the time. The interviews and records reviewed did not concur with above allegation.

For Allegation 2 - Residents receive their medications late. Interviews with the Executive Director and S#2 – S#4, stated that they do receive their medication on time and every day. LAP Soto reviewed the mars for R#4 & R#5, it did not reveal if the medication is being given late to the residents. Interviews with R#2 – R#6, stated that they do get their medication on time. The interviews and records reviewed did not concur with above allegation.

Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are unsubstantiated

Based on LPA investigation, the investigation revealed the following: For Allegation 1 - Residents are not getting their medications. Interviews with the Executive Director and S#2 – S#5, stated that the medication technician always gives the residents their medication. LPA reviewed the MARS for R#1 & R#2, they had missing doses and the facility could not explain to LPA Soto why the doses were missed. Interviews with R#2 – R#6, they stated that do get their medication. The interviews and records reviewed did concur with above allegation.

According to the California Code of Regulations (Title 22, Division 6, Chapter 8), LPA observed the following deficiency and issued a citation.

An exit interview was conducted with Greg Becker, Executive Director and a hard copy was provided along with Appeal Rights.
