On 4/17/26, Licensing Program Analysts (LPA) Meche Rosales and Licensing Program Manager (LPM) Joe Pacheco conducted an unannounced inspection to deliver investigation findings for a complaint that was received on January 22, 2026. LPA and LPM met with Director Patricia Logsden and discussed the purpose of the inspection and the investigation findings. A tour of the facility was conducted, and census was taken.

During the course of the investigation, LPA interviewed Director, day care staff, day care children, day care parents and made facility observations. During classroom observations, LPA observed Staff #1 speaking inappropriately to children in care and Staff #1 being left alone with preschool children even though Staff #1 doesn’t meet the required qualifications of a preschool teacher. Interviews conducted revealed that daycare staff speak inappropriately towards each other in front of day care children and day care staff speak inappropriately towards day care children.

Licensing Program Analysts (LPA) Meche Rosales and Licensing Program Manager (LPM) Joe Pacheco conducted an unannounced inspection to deliver investigation findings for a complaint that was received on January 22, 2026. LPA and LPM met with Director Patricia Logsden and discussed the purpose of the inspection and the investigation findings. A tour of the facility was conducted, and census was taken.

During the course of the investigation, LPA interviewed Director, day care staff, day care children, day care parents and made facility observations. Information obtained throughout the investigation did not produce sufficient information to meet the preponderance of evidence standard to support that staff force-feeds day care children.

Although the above allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation occurred, therefore the allegation is UNSUBSTANTIATED.

Based on the information obtained during the investigation, unqualified staff are providing care to day care children without supervision of a qualified teacher, staff yells at day care children, and staff yells at other staff in front of day care children. The preponderance of evidence standard has been met; therefore, the above allegation is found to be SUBSTANTIATED.

Per Title 22, Division 12, of the California Code of Regulations, the following deficiencies are being cited: (see LIC 9099D).

LPA Meche Rosales informed Licensee/Director, Patricia Logsdon that this report dated 4/17/26 documents two Type A citations which shall be posted for 30 consecutive days as there is immediate risk to the health, safety, or personal rights of children in care. Also, LPA Meche Rosales informed the facility representative to provide a copy of this licensing report dated 4/17/26 that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.
