On 8/16/23, Licensing Program Analyst (LPA) Joseph Pacheco conducted an unannounced Case Management inspection and met with Director, Sylvia Sandoval. Also present was Health Specialist, Myra Gonzalez. LPA explained the reason for the inspection and a tour of the center was conducted both inside and outside. The licensee is currently licensed for 67 preschool children and is requesting to use portables 2, 3 and 4 to provide care and supervision. This program currently operates from 6:00 AM to 4:00 PM Monday – Friday from May through November. Director stated that the program offers breakfast, lunch and a PM snack. Food is prepared offsite at a centralized kitchen and delivered daily. Ill children will be isolated in the Director’s office located in the administration building and utilize the staff bathrooms located in the same building. Cleaning supplies are kept in locked storage closets which are inaccessible to children.
The three classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment in those three classrooms appeared to be safe and in good condition. LPA observed that the center has a working carbon monoxide detector installed. LPA observed that there are plenty of tables and chairs, cribs and sleeping mats. LPA observed plenty of age appropriate items & toys.
Room measurements in all three classrooms were taken and reviewed with Health Specialist. The total inside preschool area of all three classrooms measured to an approximate 2,345 square feet which will accommodate the licensed capacity of 67 preschool children. There is adequate storage space available for children's belongings. There are a total of 6 toilets and 6 sinks/hand washing fixtures which will accommodate 67 preschool children. Facility uses water provided by an outside water vendor to fill paper cups in cup dispensers located in each classroom. Facility utilizes igloo jugs filled with water with paper cup dispensers during outside activities. The outdoor activity area was not measured as there have been no changes to the preschool children’s outdoor area. LPA reminded Director to make sure they maintain visual supervision of children at all times.

A fire clearance for the above classrooms for 67 preschool children was received and granted by the Madera County Fire Department on 7/28/23.
