On November 14, 2022, Licensing Program Analysts (LPAs) Brannon and McWilliams conducted an announced pre-licensing inspection and met with applicant, Nancy Alejandrez. LPA reviewed the reason of the inspection and a tour of the center was conducted both inside and outside. This is a change of Ownership from previous Facility -Indian Springs Child Center. The applicant is requesting a capacity of 24 preschool children ages 2 to 6 years old. This program will operate year-round. This facility will provide full-time 6:30 AM to 6:00 PM Monday through Friday. The preschool program will operate in two classrooms. Parents bring children into lobby area, where staff conduct temperature checks and the children are escorted to their classroom. Applicant, Nancy Alejandrez, stated that staff and children do not use masks while indoors. LPA reminded applicant, Nancy Alejandrez, that the Public Health Department and CDC strongly recommends for staff and children to wear face masks.

Applicant, Nancy Alejandrez stated that the center will provide a morning snack, afternoon snack, breakfast and lunch. There is a kitchen on site. There's a latch in place so children do not have access to it. The knives and sharp utensils are stored in the counter and some cleaning items are stored underneath the kitchen sink. There is hot running water in the kitchen. Staff will utilize the staff bathroom that's inside the school age classroom. Ill children will be isolated in the director's office and utilize the staff bathroom.

The classroom was observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables, chairs, mats, and plenty of toys for children to play. LPA also reminded applicant, Nancy Alejandrez, not to store anything on top of high bookcases that could potentially fall on children. There is a working carbon monoxide in facility.

LPA reviewed with applicant, Nancy Alejandrez, that any future changes to the classroom are required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care.

Room measurements were taken and reviewed with applicant, Nancy Alejandrez. The total inside preschool area measured to an approximate 854 square feet which will only accommodate the requested capacity of 24 preschool children at a time. There is adequate storage space available for children's belongings in the classroom. Applicant, Nancy Alejandrez, understands that children's equipment needs to match the capacity she is requesting to be licensed. Toys and equipment appear to be age appropriate. Applicant, Nancy Alejandrez, is utilizing a water pitcher, disposable cups with a disposable cup dispenser.

The approximate outside square footage for the preschool area is 8520 which will accommodate requested capacity of 24 preschool children. The preschool play area is gated and fenced. LPA observed age appropriate toys and climbing structure with age appropriate sticker. Applicant is using sand to cushion fall zones. Applicant, Nancy Alejandrez, provided a copy of purchasing invoice for sand to be used as cushioning. There is shade available where children can rest. Applicant is using mature trees and covered patio to provide shade to children in care. LPA reminded applicant, Nancy Alejandrez, to provide adequate supervision at all times.

A fire clearance of 24 preschool children and 24 school age was approved and granted by the Madera CFD on 11/4/2022.

This facility plans to provide Incidental Medical Services – IMS. Applicant, Nancy Alejandrez, was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

This facility does not provide care to infants. LPA discussed the safe sleep regulations with applicant, Nancy Alejandrez and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.

LPA also informed applicant, Nancy Alejandrez, of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Per applicant, Nancy Alejandrez, there will be a sweet and candy snacks that will be provided to children to buy. At the end of the day, the parent will purchase the sweets for their children.

Per applicant, Nancy Alejandrez, is installing drainage pipe by the patio to help water drain away from the outside play area. Applicant states that the Lady bug cement tunnel will be monitored to allow only one child inside of tunnel at a time and staff is aware of protocol. Licensee is utilizing a hard-plastic climbing structure. LPA reminded applicant, Nancy Alejandrez, to review climbing structure to ensure no tears or cracking.

Applicant is purchasing Sparklett's water for children's drinking water.

The following items must be completed prior to issuing a license by 11/29/2022. LPA will conduct a return inspection before a license can be issued:

Inside Daycare:
● Need window screens installed and in good working order in facility..
● Play furniture components and shelving units are to be anchored.
● Need cubbies to meet capacity of 24 preschool children.
● The preschool restroom will need the correct size toilets.
● A director is required. Applicant is to provide an updated exception request for the potential director with proof of enrollment and paid fees for: health and safety training, and administrative ECE 3 unit class.
Outside Play Area:

● Exposed metal on stagecoach metal structure.

● The privacy fence with the brown slats is bending away from metal pole and is missing the metal wire anchoring and to verify metal poles are anchored.

● Two screws sticking out of exterior wall of shed.

● The metal play structures have metal exposed on the play structures, including the metal steering wheel.

● Replace the board above the gate.

● The fencing bolts are too long and will need to be cut down to 3 – 4 threads long.

Pending a final file review, completion of above items, a return inspection, a recommendation will be made to license the above facility for the requested capacity of 24 preschool children.
