25 | Licensing Program Analyst (LPA) Aurelio Mendoza conducted an unannounced annual/random inspection and was met by Licensee Elda Ibarra. Also present was her husband, who serves as her assistant and has been cleared through Guardian. The licensee stated that her current hours of operation are 3:00 a.m. to 4:30 p.m., but she is flexible to accommodate community members who work in agriculture.
LPA toured the home inside and outside and took a census. The current facility sketch was reviewed and confirmed that the kitchen, a downstairs bathroom, first and second living rooms, the front yard, the backyard, and the garage which is only used as a pathway for children to enter and exit safely during rain or other weather conditions are used for providing care and are accessible to children. The garage is not used as a primary area for care. All other rooms are off-limits and secured with a baby gate and doorknob covers.
There is no swimming pool or other bodies of water on the premises. Although no animal waste was observed, LPA provided information on new pool safety requirements under AB 2866, effective January 1, 2025, and informed the licensee that a Provider Information Notice (PIN 25-01-CCP) was issued on January 6, 2025.
No firearms or ammunition are present. All poisons are stored in a locked area, and none were observed during the inspection. Detergents, cleaning compounds, medications, and other hazardous items are inaccessible to children.
There are no fireplaces or open-face heaters in the home. The home has a working fire extinguisher, smoke detector, carbon monoxide detector, and adequate heating and ventilation. (Continued on LIC809-C)
