On 8/20/2024, at approximately 3:10PM, Licensing Program Analysts (LPAs) Jonathan Tse and Diana Alvarado conducted an unannounced annual visit at the facility. LPAs met with Director, Chevonne Fisl (D1), and explained the purpose of the visit. Present during the visit was D1, four staff members, and 14 preschool age children. The facility is in compliance with staffing and ratio requirements on this day. The facility’s operating hours are from 8:00AM to 5:00PM.

LPAs and D1 inspected the facility for any health or safety hazards. LPAs observed the facility to be in clean and orderly condition. The facility is equipped with multiple fully charged 2A10BC fire extinguishers. Per D1, the extinguishers were serviced in June 2024. D1 demonstrated all carbon monoxide detectors present in the facility to be operational. Evacuation routes are posted and accessible for review. LPAs observed electrical outlets to be covered or obstructed by furniture to be inaccessible to children in care.

There are three classrooms in the facility: Honeybees, Ladybugs, and Dragonflies. LPAs observed the surface of all classroom floors to be clean. There are age-appropriate toys and learning materials available. Furniture was observed to be age-appropriate and free of rough or sharp edges. Per D1, children nap on mats that are cleaned daily. Bedding is brought from home and taken back once a week for cleaning. Children bring lunch and snacks from home. The facility provides a late-afternoon snack for children who stay later in the day. There are extra snacks available as needed. Children bring water bottles from home and the facility refills them as needed.

LPAs observed the outdoor play areas to be free of debris and other loose materials. There are age-appropriate toys and equipment available for children to use. Play structures are age-appropriate and cushioned with material that absorbs falls. Outdoor play areas are enclosed by fences. There are no swimming pools or other similar bodies of water present in the facility.

LPAs reviewed six staff files, six children’s files, and facility records. LPAs observed there to be at least one staff member with current Pediatric First Aid/CPR training. All staff members have current Mandated Reporter Training and immunization records available for review. All children’s files were observed to be complete. All required postings were observed to be posted and accessible for review upon entry to the facility. The facility last conducted an emergency drill on 6/6/2024. All drills are properly logged and documented. The facility tested its fixtures for lead before the deadline of 1/1/2023 and found no exceedances of lead in them.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a
maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. No deficiencies were cited during today’s visit on 8/20/2024. A notice of site visit was given and must remain posted for 30 days.
