13 | On December 9, 2025, Licensing Program Analysts (LPAs) Naves and Leong conducted an unannounced inspection to finalize this complaint and deliver the findings to the Facility mentioned above. LPAs met with the Director Criselda Thomas, the purpose of the visit was explained, and entry was granted to the facilty. 11 staff members including the director supervised 50 children today. The center is operating within its capacity requirements and on this day.
During the course of the investigation, staff, children and parent interviews and observations were conducted as well as the review of pertinent documents.
As per the information available, the Department has investigated the allegations mentioned above. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur. Therefore, the allegations are UNSUBSTANTIATED.
A notice of site visit was given and must remain posted for 30 days.
Appeal rights were given.
