13 | Licensing Program Analyst (LPA) Van conducted an unannounced inspection to finalize the complaint and delivery the findings to the Center. LPA met with the Directors/owners, Laura Kvam, Jill Quam, and Lorena Jarrold. The purpose of the inspection was explained, and entry to the Center was granted. Nine staff members supervised 49 children today. The teachers and children ratio was met.
As part of the investigation, LPA interviewed children, parents of children attending the Center, and staff members and reviewed all pertinent documents. Based on the information obtained, there were no indications of inappropriate interaction between staff members and children. The children confirmed that the teachers patted them softly during naps and asked them to nap quietly. No teachers yelled at them or restrained them. Furthermore, teachers elaborated on the Center's napping policy that if a chil(ren) did not want to nap, alternative activities were always provided to children. Regarding the biting incidents, the Center appropriately documented all incidents, and teachers to children ratios were adequate.
The Department has investigated the above allegations. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur. Therefore, the allegations are Unsubstantiated.
An exit inspection was conducted with the Directors. A copy of the report was provided to the Directors at the conclusion of the inspection. LPA informed the Directors that the site visit notice must be posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. |
