Licensing Program Analyst (LPA) Maria Olguin-Leon made an announced Case Management visit in conjunction with an Annual Random inspection and met with Licensees Janaina Cook & Tereza Grady. The Department received an application from the facility requesting a change of capacity for a large childcare. Present for today’s visit were Licensee’s and three infant children, one infant arrived later. Licensee is within capacity and in ratio during today’s visit. Facility operates Monday-Friday 8:00AM – 5:00PM.

LPA and Licensee toured the home for health and safety hazards. Home is one story with 3 bedrooms and is owned by Licensee. On limit areas are converted garage which consist of two rooms and bathroom and bedroom #2 which is used for napping only and backyard. Off limits is the rest of the home which will only be used for walk through purposes to napping room. There is a fireplace in walk through area which is barricaded. The home is clean and has proper ventilation. Cleaning supplies and other potentially harmful items are stored inaccessible to the children. There are plenty of age-appropriate toys indoors and outdoors, child size furnishings, learning materials, playpens and sleeping mats. Licensee provides sleeping sheets and washing them weekly. Licensee provides all meals for the children in care. Outdoor play area is properly and completely fenced with a sturdy five foot fence. Outdoors is equipped with a wooden play structure and plenty of outdoor toys. There are no pools or bodies of water.

Home is equipped with a dual smoking/carbon monoxide detectors, fully charged fire extinguisher and first aid kit. All required documents are posted and visible. LPA collected updated emergency disaster plan and proof of control of property.

LPA reviewed 3 children’s records, one child has missing immunization records. Licensee was reminded to keep children's records current. Licensees CPR/First Aid is current and both will expire on 02/2024 Mandated Reporting was for Janina expires 02/2024., Tereza is in process and will be emailed to LPA. Licensee provides meals to children in care. Children’s roster was reviewed and is up to date. Last emergency drill was documented on 02/27/2023. Sick children will be isolated in second room of daycare area.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Safe Sleep
LPA discussed the safe sleep regulations with licensee’s and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee’s of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The Licensee was reminded about the Provider Information Notices (PINs) on the CCLD website. Licensee was informed that as of September 1, 2016, a person may not be employed or volunteer at a childcare facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662. LPA reviewed AB 1207 with the Licensee. As of January 1, 2018, all staff must complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manualt – Regulation Interpretations and Procuedures for Family Child Care Homes Section 102417. Whean any IMS is provided a Plan for Provideing IMS must be submitted to the Deapartment.
