On October 2, 2025 at approximately 10:30AM Licensing Program Analyst (LPA) Garcia conducted unannounced, case management visit. LPA met with facility representative, Savannah Ranger and explained the purpose of the visit. Administrative Director, Magda Bachakashvili later joined the visit. There were 19 children present during visit.

Facility is currently licensed for 51 preschool children with toddler component of 8 total children in rooms 1, 2, 3, 4 and 6. The facility sent a request to remove room 6 from the preschool license and transfer it to their infant license. Therefore, the facility requested for a decrease in preschool children and increase in their toddler component capacity from 51 total children to 49 children with 14 toddlers ages 18-36 months. Fire clearance was received on September 2, 2025. LPA toured, inspected and remeasured rooms 1, 2, 3 and 4, under the preschool license.

Indoors: The total indoor square footage for classrooms 1, 2, 3 and 4 is 1043.4 sq. ft. which cannot accommodate director's request with a total of 49 and 14 toddler component children. Based on total indoor square footage of 1043.4 sq. ft., it can only accommodate 29 total children.

Outdoors: The new outdoor area labeled as area B and C is located in the middle and the total square footage is 2,852.06 sq. ft. which can accommodate 38 total children. The updated sketch of the outdoor area was received during the visit.

The child care center was observed to be clean, safe, sanitary and in good repair. Floors of all rooms have a surface that is safe and clean. A comfortable temperature for children is being maintained. Furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. Tables and chairs were observed to be age appropriate. There are rugs in classrooms that were observed to be clean, free of stains.

FACILITY EVALUATION REPORT California law requires a public report of each licensing visit/inspection. This report is a record for the facility and the licensing agency. This report is available for public review; therefore, care is taken not to disclose personal or confidential information. Inquiries concerning the location, maintenance, and contents of these reports may be directed to the Licensing Program Analyst or Regional Office whose address and telephone number are listed on the front of this form.

DEFICIENCIES A deficiency is an instance of noncompliance with licensing requirements, including applicable statutes, regulations, interim licensing standards, operating standards, and written directives. Applicants/ licensees must be notified in writing of all licensing deficiencies. Deficiencies are listed on the left side of this form, and the applicable licensing requirement upon which the deficiency is identified. There are two types of deficiencies:
  • Type A deficiencies are violations of licensing requirements that, if not corrected, have a direct and immediate risk to the health, safety, or personal rights of persons in care.
  • Type B deficiencies are violations of licensing requirements that, without correction, could become a risk to the health, safety, or personal rights of persons in care, a recordkeeping violation that could impact the care of said persons and/or protection of their resources, or a violation that could impact those services required to meet the needs of persons in care.

PLANS OF CORRECTION (POCs) The licensing agency is required to establish a reasonable length of time to correct a deficiency. In order to set the time, the licensing agency must take into consideration the seriousness of the violation, the number of persons in care involved, and the availability of equipment and personnel necessary to correct the violation. Applicants/licensees are requested to provide a specific plan for each violation on the right side of the form across from each deficiency. The more specific the plan, the less chance exists for any misunderstanding in setting time limits and reviewing corrections. The applicant/licensee who encounters problems beyond their control in completing the corrections within the specified time frame may request and may be granted an extension of the correction due date by the licensing agency.

CORRECTION NOTIFICATION The applicant/licensee is responsible for completing all corrections and promptly notifying the licensing agency of corrections. Applicants/licensees are advised to keep a dated copy of any correspondence sent to the licensing agency concerning corrections, or if corrections are telephoned to the licensing agency, the date, person contacted, and information given.

CIVIL PENALTIES The licensing agency is required by law to issue a Penalty Notice, when applicable, to all facilities holding a license issued by the licensing agency, or subject to licensure, except Certified Family Homes, Resource Families, and Foster Family Homes, or any governmental entity.

PENALTY NOTICE GIVEN The statement concerning civil penalties serves as a penalty notice on this Licensing Report and failure to correct cited licensing deficiencies will result in civil penalties. Applicants/ licensees are required to pay civil penalties when administrative appeals have been exhausted and in accordance with any payment arrangements made with the licensing agency.

APPEAL RIGHTS The applicant/licensee has a right without prejudice to discuss any disagreement in this report with the licensing agency concerning the proper application of licensing requirements. The applicant/ licensee may request a formal review by the licensing agency to amend or dismiss the notice of deficiency and/ or civil penalty. Requests for review shall be made in writing within 15 business days of receipt of a deficiency notification or civil penalty assessment. Licensing deficiencies may be appealed pursuant to the procedures in the LIC 9058 Applicant/Licensee Rights.

AGENCY REVIEW The licensing agency review of an appeal may be conducted based upon information provided in writing by the applicant/licensee. The applicant/licensee may request an office meeting to provide additional information. The applicant/licensee will be notified in writing of the results of the agency review within 60 business days of the date when all necessary information has been provided to the licensing agency.

EMAIL REQUIREMENT Adult Community Care Facilities, Residential Care Facilities for the Chronically Ill, and Residential Care Facilities for the Elderly are required to provide and maintain an active email address of record with the licensing agency.

Each classroom is equipped with an emergency backpack that includes a fully stocked first aid kit and emergency contact information. LPA observed facility to have multiple fully charged fire extinguishers and smoke detectors.

LPA observed that preschool classroom to have bathrooms. Children have access to 2 toilets and 2 sinks. Total allowable capacity for toilets is 60 children. Total allowable capacity for sinks is 60 children. LPA observed children's bathrooms to be in working condition. Sinks accessible to children do not provide water that is warmer than 120 degrees Fahrenheit. LPA observed garbage bins with tight fitting lids throughout facility.

The outdoor space for preschoolers labeled as area B and C are observed to have age appropriate furniture and tarp for shade. The entire fenced area and play structure is padded on artificial grass. LPA did not observe any pools, spas or bodies of water on site.
Based on indoor square footage, the maximum capacity, facility will be licensed for 29 preschool children. LPA discussed capacity with Director and Director will update application to reflect new request of 8 toddlers and 21 preschool children.

LPA discussed with Director, any changes to the facility, the department must be made aware prior to and must approve of. Per Title 22 section 101212(c) The licensee shall notify the department in writing of his/her intent prior to making any structural changes that reduce the total amount of indoor or outdoor space.

As of today's date, the facility will be pending licensure for a total capacity of 29 children. The new capacity pending per fire inspector and management approval for the measured indoor capacity and updated outdoor area.

No deficiencies were issued during today's visit. Notice of site visit was given and must remain posted for 30 days.
