13 | On July 16, 2026, Licensing Program Analysts (LPAs) Van and Naves conducted an unannounced complaint investigation regarding the allegation that staff did not ensure safe sleep practices for infants in care. LPAs met with the director, Christopher Li, and explained the purpose of the visit. At the time of the visit, 9 teachers and the director were supervising 19 infants. The center complies with its capacity and teacher-to-infant ratio.
During today’s inspection, LPAs observed an infant sleeping in a sleep sack. LPAs also observed another infant sleeping in an oversized pajama. Because the pajama was oversized, the infant’s legs could not reach the designated leg openings, and the excess fabric was positioned so that the garment functioned like a sleep sack and was tucked underneath the child. As a result, the infant’s legs were trapped inside the pajamas, restricting free movement.
