On November 20, 2023 at approximately 9:00am, Licensing Program Analyst (LPA) Catrina Quimbo, conducted a scheduled, pre-licensing inspection. LPA met with applicant/director, Nahid Talebloo, and explained the purpose of the visit. Applicant is requesting for a school age license for 24 children (6 years old to 12 years old). Applicant plans to operate Monday through Friday with a morning (7:30am to 8:30am) session and afternoon (11:30am to 5:00pm) session.

The school age program will operate on Santa Margarita Campus in Building 200 only. Applicant is currently licensed for a combination infant and preschool program in adjacent building. Infant program operates in classrooms #7 and #8. Preschool program operates in classrooms #3 and #4.

With applicant, LPA inspected Building 200, indoors and outdoors, for health and safety hazards. The school age program is exempt from requirements for indoor and outdoor square footage, fencing, and toilet/sink ratios.

Indoors: Building 200 does not include numbered classrooms. Facility includes 4 classrooms, kitchen, and multiple bathrooms. The 4 classrooms that will be utilized for the school age program will be the front room, art room, homework room, and library. The kitchen in facility will be made off limits to enrolled children and will be for staff use only.

LPA observed classrooms to be equipped with children's toys and materials. Applicant plans to include additional toys, materials and furniture for school age children. Building includes a pull down fire alarm system, fully charged fire extinguisher, and fully stocked first aid kit. Per applicant, smoke detectors throughout building are dual smoke and carbon monoxide detectors. LPA was unable to test detectors during visit. LPA observed detectors in building's high ceilings. Medications with required documentation will be stored in facility's kitchen with required documentation.

All toxins and hazardous items will be stored in facility kitchen, inaccessible to children. Isolation for a sick child will be in the library, separate from other enrolled children. Facility includes one bathroom that includes 1 sink and a 2 stalled toilets. Applicant plans to install doors on stalled bathrooms. Second bathroom includes 1 sink and 1 toilet that allows for individual privacy. There is an additional sink and water fountain in the art classroom that will be utilized for art projects only, not drinking purposes.

Applicant does not plan to provide a food service at this time. Children are to provide their own snacks and lunches. Storage for children's belongings will be children's cubbies that will be labeled with children's individual names.

Outdoors: Program has exclusive use of an outdoor area that is located directly outside the homework classroom. Access to outdoor area will be through the homework classroom. The entire outdoor area is enclosed and fully fenced by an at least four feet tall fence. Outdoor area includes an outdoor patio that applicant plans to make an outdoor reading area. There is sufficient toys and materials that were in good condition. LPA observed playground to be free of any loose articles or debris.

Outdoor area includes a sandbox and a climbing structure that was observed to have resilient padding underneath. There is sufficient natural shade by trees. Applicant plans to install a cover on sandbox. LPA did not observe any spas, pools or bodies of water on site. Drinking water will be made available to children indoors and outdoors through children's individual water containers that can be refilled on site with purchased water jugs. Per applicant, purchased water jugs are replenished every 2 weeks.

Applicant is aware disaster drills are conducted monthly and must be properly logged. Licensing documentation and posters were observed to be properly posted and made available for review in front classroom. Children will be signed in and out of program with authorized representatives' electronic signatures via an application. Director is aware sign in/out sheets must be made available for review.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. LPA reviewed with applicant, the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

The requirement for Lead Water Testing was discussed (H&S Code 1597.16). Applicant was reminded a facility licensed after July 1, 2022, must have their water fixtures tested for lead 180 days after licensure and every 5 years thereafter. LPA advised applicant to review PIN 21-21-CCP.

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-carelicensing/ subscribe and select the Child Care option to receive email communication.

LPA will approve licensure of 24 school age children in Building 200, when following is completed:
-Fire clearance.
-Garbage bins with tight fitting lids in bathrooms and classrooms.
-Inaccessibility of electrical outlets in all classrooms.
-Inaccessibility of electrical wires in library.
-Clean up and furniture set up in all classrooms.
-Furniture set up in outdoor area.
-Installation of doors on bathroom stalls.
-Installation of child safety lock to kitchen.
-Installation of sound alarm on exit doors in library and homework classrooms.
-Applicant's re-submission of documents indicated on Notice of Incomplete Application (LIC184C).
-LPA's review and approval of documents resubmitted.
-Management approval.

LPA informed applicant that if Building 200 has not yet been removed from the preschool license, preschool capacity will decrease due to school ages' use of space.
