On 1/29/2025, at approximately 11:00AM, Licensing Program Analysts (LPAs) Jonathan Tse and Jaclyn Naves conducted an unannounced annual visit at the facility. LPAs met with Director, Nahid Talebloo, and explained the purpose of the visit. Present during the visit was Director. There were no children present during today’s visit.

LPAs inspected the facility for any health or safety hazards. LPAs observed there to be a fire alarm system running throughout the facility. There are combination smoke and carbon monoxide detectors present. LPAs advised that electrical outlets be covered or blocked by furniture when not in use.

LPAs observed hanging wires outside of the Kids’ Bathroom. LPAs advised that wires shall be made inaccessible by covering them or by reorganizing them so that they are not hanging from wall. LPAs advised that the wooden doors installed in the Kids’ Bathroom have covers on the edges. Cleaning detergents were observed to be stored in an area potentially accessible to children outside the Kids’ Bathroom.

LPAs observed chipped paint on the walls of the Art Room. The sink cabinet in the Art Room is missing its door. LPAs advised that chipped paint must be removed or replaced, and that the door to the sink cabinet must be reinstalled.

LPAs observed a couch in the Homework Room that contained multiple stains throughout. Director stated that the couch would be removed. LPAs observed that the carpet leading to the outdoor play area showed signs of water damage. Ceiling panels were observed to be loose or stained. Director stated that they would request that the carpet and ceiling panels be fixed.

LPAs observed the outdoor play area to contain dry leaves and debris from nearby trees. LPAs advised that the outdoor play area be kept free of debris. There are no swimming pools or other similar bodies of water present in the facility.

No records were reviewed during today’s visit. LPAs advised that required postings be posted in the Front Room to be visible and accessible for review. Director stated that drinking water is provided via water service. LPAs observed a water dispenser to be present in the Kitchen.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a
maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies were cited during today’s visit on 1/29/2025. See LIC9102-TV for technical violations given regarding physical plant. See LIC9102-TA for technical assistance provided regarding required postings, lead water testing, and bathroom stall doors.

Inactive status was discussed with Director during the visit and a Request for Inactive Status (LIC9211) was provided to Director.

A notice of site visit was given and must remain posted for 30 days.
