On February 11, 2025, Licensing Program Analysts (LPAs) Leong and Naves conducted an unannounced case management visit. The licensee requested a visit from the department because she applied for a Large Family Child Care Home (FCCH) license. LPAs met with the Licensee, Cristiane Ferreira, and explained the purpose of the visit.

Today's visit included five children (three pre-k and two infants), as well as the licensee and the licensee’s husband. The licensee’s daughter, who is 10 years old, was present and exempt from the ratio.

The licensee provided proof of control of property. The licensee has not obtained a signed Property Owner/Landlord Consent form (LIC9149). Without this consent, the licensee understands that, once licensed, they can operate with a maximum capacity of 6 [or 12] children. If property owner/landlord consent is obtained in the future, the licensee is advised that a new Application for a Family Child Care Home License (LIC 279) must be submitted with a change of capacity fee of $25, to increase the capacity and provide care to 8 [or 14] children.

LPAs inspected the indoor and outdoor daycare areas to identify health and safety hazards. The indoor daycare areas were clean, orderly, and with age-appropriate toys, furniture, and educational materials.

The home had a fully stocked first aid kit, two combo smoke/carbon monoxide detectors, and a fully charged fire extinguisher. LPAs tested the two combo smoke/carbon monoxide detectors and found them functioning. LPAs observed that electrical power outlets were covered with child safety covers and cleaning products were secured with child safety locks. Child safety covers were observed fitted on the stove knobs. A protective screen was observed at the fireplace.

The licensee confirmed that no firearms or weapons were present on the premises.

The entire backyard is enclosed by a fence equipped with playground equipment. Artificial grass was observed under the slides. LPAs did not observe any pools, spas, or other bodies of water on the premises.

LPAs reminded the licensee of the capacity limits specified in the license, with a review of the limits for large and small family childcare homes. It was emphasized that when no assistant provider is present, the licensee must adhere to the capacity requirements for a Small Family Childcare Home, allowing for the care of up to six children.




LPAs reminded the licensee of their obligation to be physically present and ensure continuous supervision of all children in care. In the event of temporary absence, arrangements must be made for a substitute adult to supervise the children, with absences not exceeding 20% of the facility's operating hours per day.

LPAs reminded the licensee that a large family day care home shall ensure that at least one person who has a current certificate in pediatric first aid and pediatric cardiopulmonary resuscitation shall be available at all times when children are present at the facility, or when children are off-site of the facility for facility activities.

The San Rafael Fire Department issued a fire clearance for the home, which meets the requirements for a Large FCCH.



LPAs will recommend a Large FCCH license for the licensee, effective February 11, 2024.

A Notice of Site Visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with the Licensee, Cristiane Ferreira.
