On 2/10/2025, at approximately 10:20AM, Licensing Program Analyst (LPA) Jonathan Tse conducted an unannounced annual visit at the facility. LPA met with Licensee, Naima Beykpour, and explained the purpose of the visit. Present during the visit was Licensee, Licensee’s spouse, a helper, four infants, and two preschool age children. The facility is operating within staffing and ratio requirements on this day. The facility’s hours of operation are from 8:00AM to 5:00PM, Monday to Thursday, and 8:00AM to 4:30PM on Fridays.

Daycare Areas: Playroom, Office, Bedroom #1 (Master Bedroom), Bedroom #2, Bathroom #1,
Off-limits Areas: Living Room, Kitchen, Dining Area, and Garage.

LPA and Licensee inspected the home for any health or safety hazards. The home is equipped with fully charged fire extinguishers that are at least size 2A10BC. There are combination smoke and carbon monoxide detectors present in the home. There is a fireplace in the Living Room that has been blocked to be inaccessible to children in care. Electrical outlets are covered or blocked by furniture when not in use. Poisons, cleaning detergents, and other chemicals are stored inaccessible to children in care.

LPA observed there to be age-appropriate toys and learning materials. Furniture is age-appropriate and free of rough or sharp edges. There are pack-and-plays or sleeping mats available for children to nap on. Sleeping mats are provided from home and taken back once a week for cleaning. LPA observed pack-and-plays to be in good repair. Mattresses are fitted with tight-fitted sheets. LPA advised that napping infants be placed in rooms such that the Licensee does not have to leave the doors wide open to see them. Licensee stated that they understood. The facility provides snacks and lunch for children in care.

LPA observed the Backyard to be free of debris and other loose articles. There are age-appropriate toys and equipment available for children to use. Play structures are cushioned with woodchips. The Backyard is enclosed by a fence that is at least four feet high. There are no swimming pools or other similar bodies of water present in the facility. Per Licensee, there are no firearms or weapons stored in the facility.

LPA reviewed two staff files, six children’s files, and facility records. Licensee’s Pediatric First Aid/CPR is current and expires 7/2025. Licensee’s Mandated Reporter Training is current and expires 1/2026. LPA observed children’s files to be complete. LPA verified that infant sleeping logs are maintained and documented every 15 minutes. LPA advised that required postings such as the facility license, Emergency Disaster Plan, and Notification of Parent’s Rights be posted in an area visible to parents during drop-off. Licensee stated that they understood. The facility last conducted an emergency drill on 1/20/2025. Emergency drills are properly logged and documented. LPA verified that the facility’s contact information is current and updated during the visit.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

No deficiencies were cited during today’s visit on 2/10/2025. A notice of site visit was given and must remain posted for 30 days.
