13 | On 4/16/2025, Enforcement Analyst (EA) Ruben Perez conducted an on-site visit at the business address for First Light Home Care of Marin County. Upon arrival, EA Perez introduced himself and was greeted by Mark Paretchan. EA Perez explained the purpose of the visit, which was to investigate the complaint allegation(s). During the visit, EA Perez interviewed Mark regarding the company’s onboarding procedures for caregivers, including background checks and registration on the Home Care Aide (HCA) Registry. He also reviewed caregiver personnel files and scheduling documents to verify compliance with licensing requirements. Additionally, EA Perez interviewed the agency designee regarding their policy for addressing missed caregiver shifts. The designee provided several documents, including the client service agreement—which outlined procedures for service interruptions—the employee handbook detailing attendance and punctuality expectations, and an email exchange between the client’s wife and the HCO confirming her decision to terminate services.
Based on observations, document review, and interviews, EA Perez determined there was insufficient evidence to support the complaint allegation(s). Therefore, the allegation(s) are deemed UNSUBSTANTIATED. EA Perez concluded the visit with an exit interview and provided the agency with a copy of the HCS 9099 investigation report and information regarding appeal rights.
