On 11/7/24, Licensing Program Analysts (LPAs) Joseph Pacheco and Julio Rodriguez conducted an unannounced case management inspection and met with Director, Heather Webster. LPAs toured the inside and outside of the facility. The licensee is Yosemite National Park Child Care Center, and they are requesting a capacity increase from 4 infant children to 12 infant children by adding Infant Room 2. Facility will continue to operate in Infant Room 1. Infant Room 2 was previously licensed as a room for school age children but facility has decided to no longer provide care and supervision to school age children and convert the room into a space for non-crib infants. The facility will be licensed for infants and preschool children only. The crib infants are currently cared for in Infant Room 1. Facility is currently licensed for 14 preschool children in the preschool classroom. This program currently operates year round, Monday – Thursday 7:00 am – 5:30 pm. Parents provide all food and snacks. Facility does have a supply of food on hand in case a parent forgets to send their child with food. Parents of infant children will provide baby formula and diapers. Parents of preschool children who are potty training will provide diapers. Facility keeps a supply of formula and diapers on hand in the event the child runs out and the parents are not immediately able to replace the supply. Facility provides baby wipes. Facility provides bedding sheets for infant who sleep in cribs and all children who nap on sleeping mats and/or cots. Children who become ill while in care and are waiting to be picked up will isolate in the Director’s office and use the adjacent staff bathroom. Cleaning supplies are stored in cabinets which are inaccessible to children.
The classrooms were observed to be clean and free of toxins. LPAs observed that the furniture and equipment in the classrooms appeared to be safe and in good condition. Facility has a working carbon monoxide detector in each classroom. LPAs observed that there are plenty of tables, chairs and cubbies. LPAs observed plenty of age appropriate items & toys.
Infant room measurements were taken and reviewed with Director. The total inside area of both infant classrooms measured to an approximate 451 square feet which will accommodate the requested capacity of 12 infant children. There is a total of 1 toilet and 3 sinks/hand washing fixtures which will accommodate the requested capacity of 12 infant children.

Children bring water bottles from home and staff use filtered water pitchers to refill them during indoor and outdoor activities. LPAs also observed a water fountain in the preschool classroom. The infant outdoor activity area measured to an approximate 1,141 square feet which will accommodate 12 infant children.
The infant outdoor play area is surrounded by a chain link fence that is four feet high. LPA observed age-appropriate toys and equipment. No high climbing play equipment was observed in the infant outdoor activity area. Shade in the infant outdoor space is provided by a shade canopy. Mature trees provide additional shade. LPAs reminded Director to always provide adequate supervision at all times.

A fire clearance request for the above classrooms for 12 infant children and 14 preschool children was approved by the Yosemite National Park Fire Department on 10/3/24.

Pending a final file review a recommendation will be made to license the above facility for a capacity of 14 preschool children in the preschool classroom and 12 infant children in Infant Classrooms 1 and 2.

Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited.

Exit interview conducted and report was reviewed with Director, Heather Webster.

A notice of site visit was given to Director and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. A copy of this report is to remain in the facility for public review.
