25 | An unannounced case management inspection was conducted to the facility by Licensing Program Analyst (LPA) Robert Maciel-Kashima in response to an increase in capacity application received by the Department on 07/03/2026. The Licensee, Ayla Kishbaugh, is requesting a capacity of 12. The Licensee stated she clearly understands the maximum number of children for whom care can be provided and the limitations on the number of infants (birth to age 2) that may be cared for, when two of the children in care must be school aged, and when an assistant provider must be present. The Licensee understands if no assistant provider is present at a Large Family Child Care Home, then the Licensee shall comply with the capacity requirements for a Small Family Child Care Home. A review of staff records indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. The facility was toured inside and outside. The facility’s operating hours are 8:00 AM to 6:00 PM, Mon–Fri.
The floor plan submitted by the licensee was reviewed and verified. The children will have access to the living room, dining room, entry way, kitchen, bedroom 1, bedroom 2, bathroom 1, the backyard, the side yard, and the front yard. The off-limits areas of the home include the master bedroom, the master bathroom, the laundry room, bathroom 2, and the garage and were made inaccessible by door knob covers and child safety gates. There is a working smoke detector, carbon monoxide detector and fire extinguisher in the home. The fire pull station is located by the front door of the home. The Ft. Bragg Fire Department inspected and granted the fire clearance on 07/02/2026.
The increase capacity to 12, as a Large Family Child Care Home is granted as of today, 07/16/2026.
There were no violations of Title 22 Regulations cited during today's visit. This report was read and reviewed with Licensee Ayla Kishbaugh. Appeal rights were provided. A notice of site visit was given and must remain posted for 30 days. Failure to do so shall result in an immediate civil penalty of $100.
