On 11/1/23, Licensing Program Analyst (LPA) Joseph Pacheco conducted an unannounced Case Management inspection and met with Site Supervisor, Martha Gutierrez. LPA explained the reason for the inspection and a tour of the center was conducted inside. Licensee is Central California Child Development Services. The licensee is requesting a decrease of capacity from 48 preschool children to 20 preschool children by taking away Classroom 2. This program currently operates on a seasonal schedule from 7:30 AM to 5:00 PM in classrooms 3A and 3B and is closed from December through March each year. Site Supervisor stated that the facility provides all meals and snacks. Ill children will be isolated in the Health and Social Services Workers office in the rear of the building and utilize the staff bathroom in the front next to the Site Supervisor’s office. Cleaning supplies are kept in locked storage areas which are inaccessible to children.
All classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment in each classroom appeared to be safe and in good condition. LPA observed that the center has a working carbon monoxide detector installed. There are enough chairs, tables, and sleeping mats. LPA observed plenty of age appropriate items & toys.
Room measurements were taken and reviewed with Site Supervisor. The total inside area of all classrooms measured to an approximate 843 square feet which will accommodate the requested capacity of 20 preschool children. There is adequate storage space available for children's belongings. There is a total of 4 toilets and 3 sinks/hand washing fixtures which will accommodate the requested capacity. Facility uses water provided by a water vendor service to fill igloo jugs located in each classroom. Staff bring the igloo jugs and cup dispensers outside during outdoor activities. The outside area was not measured since this is a capacity decrease. Shade structures provide a shaded rest area. Mature trees provide additional shade. LPA reminded Licensee to make sure they maintain visual supervision of children at all times. High climbing play equipment with adequate cushioning was observed.

A fire clearance for 20 preschool children was received and granted by the Merced County Fire Department on 9/26/23.
