25 | On 02/21/2024, Licensing Program Analyst (LPA) Ka Vang and Licensing Program Manager (LPM) Cynthia Brannon conducted an unannounced Case Management - Other inspection and met with Site Supervisor Andrea Ceja Martinez. The purpose of inspection was to follow up on a previous information obtained during interviews. LPA and LPM toured the facility, and a census was taken in each classroom.
During the interview, it was disclosed that during recess, a child was standing behind the shed alone without adult vision supervision. During today’s inspection, LPA and LPM also observed staff were sitting down while the children was napping. From where the staff were sitting down, there was no vision supervision of the children napping. Visual supervision was blocked due to the bookshelves. During the inspection of Pre-Three classroom, LPM discussed with Site Supervisor and it was disclosed that this issue was addressed before.
Interviews revealed that facility has been operating, on multiple occasions, where staff was providing care for more than twelve preschool children. There was only one staff with 13 or more children present. These occasions of not being within ratio took place when the children were not napping.
Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, these deficiencies are being cited during today’s inspection. (See page LIC809-D for additional information).
Site Supervisor was provided a copy of appeal rights. A notice of site visit (LIC 9213) was given and must remain posted for 30 days. This report shall be made available to the public upon request.
