32 | Based on records review, S1 is not a fully qualified teacher as they only have 3 ECE Units completed and S3 who did not have ECE units. Both S1 and S3 have supervised the children which they do not meet the teacher qualifications. Furthermore, LPAs’ observed staff #1 supervising school age children in the playground without a qualified teacher present; therefore, the facility is operating out of ratio and using unqualified staff to supervise children in care.
Furthermore, based on records review and interviews, LPAs confirmed that the facility commingled children in care. Interviews disclosed that the facility commingled school age children with preschool children in Preschool #3 in the mornings as school age staff arrived at 12pm. During records review, LPAs reviewed a sample of classroom attendance logs and observed that the facility commingled children on 03/19/2025, 02/28/2025, 02/26/2025, 02/12/2025, and 02/05/2025.
Based on interviews and records review, the preponderance of evidence has been met that the facility is operating out of ratio, unqualified staff are supervising children, and staff are commingling children in care; therefore, the above allegations are found to be SUBSTANTIATED.
Per Title 22, Division 12, Chapter 1 of the California Code of Regulations, the following deficiencies are being cited during today’s inspection. (See next page LIC9099-D). However, the deficiency regarding commingling children is cited under the preschool license (243808724).
Site Supervisors Andrea and Stephanie were provided a copy of appeal rights. Exit interview conducted and report was reviewed with Andrea and Stephanie. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit is provided and required to be posted for 30 days. |
