On 02/11/2022, Licensing Program Analyst (LPA) Juvenal Moctezuma conducted an announced Prelicensing inspection and met with Site Supervisor, Karen Large. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located on 726 I Street in Los Banos, CA. Applicant is requesting a School Age License of 30 School Age children. This program will operate year round from from 7:30 AM to 5:30 PM Monday through Friday. This program plans to operate in two different school age areas. Applicant will be using cubbies and wooden dividers to separate the areas from the preschool classrooms/areas.

Breakfast, lunch, & a PM snack will be provided by the Center. Food will be prepped at an off site location and will be brought over and stored in the kitchenette then dispersed to the classrooms. Parents are allowed to bring their child a cold lunch which can be kept in the kitchenette. The cleaning supplies will be stored in the kitchen area which will be inaccessible to children in care. Staff will utilize the staff bathroom located in the second floor which can be accessed through the staff lounge. Ill children will be isolated in the Site Supervisors office and will use one of the school age bathrooms when ill.

The school age areas were observed to be clean and free of toxins. LPAs observed that the furniture and equipment appeared to be safe and in good condition. LPA reminded applicant to not store anything on top of the children's cubbies or tall bookcases that could potentially fall on the children. Karen understood. Karen will submit proof of a working carbon monoxide inside the center. She also stated that there is a sanitation station at the front entrance where staff will do wellness checks every morning during drop off and take the children's and staffs temperatures every morning. Masks are worn by staff and children while indoors which are provided by the facility in case parent forgets.

Room measurements were taken and reviewed with Karen. The total inside school age area measured to an approximate 634 square feet which will only accommodate 18 School Age children. There is adequate storage space available for children's belongings in each area. There are enough tables, chairs, & toys.

Toys and equipment appear to be age appropriate. There are a total of 2 toilets and 2 sinks/hand washing fixtures which will accommodate the newly requested capacity of 18 School Age children. There is a water dispenser next to the bathrooms and a water fountain but Karen stated that each child will have their own water bottle which will be kept in their designated area so they can have water readily available to them at all times. Children will take their water bottle out in the play area.

The approximate outside square footage for the Play Area is 3,627 which will accommodate 18 school age children. The play area will be shared with the Preschool children at separate times (no commingling will be allowed). Karen stated that children will exit through the front of the center and go around to the side to access the covered breezeway (Play Area). The Play area is gated all around. Karen stated that applicant owns the entire building but that breezeway area is part of another address - It's not part of the potentially licensed address. LPA observed the play area to have bikes, an age appropriate play structure, shade, & cabinets for storage. Applicant is using poured rubber to cushion the fall zones. LPA notified Karen that LPA will speak with management in regards to the play area and see if that will be allowed to use for the preschool & school age license.

A fire clearance for 75 preschool children was received and granted by the Los Banos Fire Department on 02/04/2022. An Amended Fire Clearance will be submitted to the fire department to show the newly requested capacity.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Karen was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Karen and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.

LPA also informed Karen of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The following items must be completed prior to issuing a license by 02/28/2022.

Preschool

  • Fix the baseboards all around the building including children's bathrooms.
  • Get working carbon monoxide.
  • Get Toilet caps for all childrens toilets.
  • Water pitchers & Cups for each designated classroom
  • Door Chime leading into the kitchenette
  • Childrens Gate for stairs.
  • Finish preschool/School Age set up - Partitions, cubbies, entrance areas, & anchoring.
  • Submit Board of Resolution
  • Get Amended Fire Clearance.

Pending a final file review and completion of above items, a recommendation will be made to license the above facility for a capacity of 18 school age children.

LPA reviewed with Karen the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.
