On 04/03/2024, Licensing Program Analyst (LPA) Ka Vang conducted an unannounced Annual Required Inspection and was met by Licensees Maria and Miguel Salazar. Days and hours of operation are Monday through Friday, from 7:30 a.m. to 4:30 p.m. The home has a working telephone service and LPA confirmed the phone number is (209) 777-2928. Licensees stated that they provide meals to the children in care.

LPA toured the home inside and outside. Census was taken and there are four daycare children present. Current facility sketch (LIC 999A) was reviewed, and Licensees confirmed that the living room (12x16), living room (12x12), kitchen, and hallway restroom are used for providing childcare and accessible to the daycare children. All other rooms are off-limits and made inaccessible to the daycare children as all doors are covered with a plastic doorknob cover. There is a fireplace located in the living room, but it is made inaccessible to the children in care as there is a fireplace screen door installed. Licensees stated that the fireplace will not be in use during daycare hours. Licensees stated that there are no firearms in the home. No poisons were observed during the inspection. Detergents, cleaning compounds, medication and other hazardous items are inaccessible.

This is a single level home and there are no stairs. There is a working fire extinguisher, smoke detector, carbon monoxide detector and adequate heating and ventilation for safety and comfort. Fire drills are conducted and documented with the date, time and how many children present, every six months.

Safe toys and play equipment were observed and are in good condition, free of sharp, loose, or pointed parts. There is an animal in the home. Licensees understands the liability of pets around day care children and accepts responsibilities of any action taken by pets. The outdoor play area in the backyard is accessible to the children and is fenced. LPA observed a built-in swimming pool in the backyard but the in-ground pool is not meeting the requirement as the pool gate is not self-latching, self-closing, the fence is not high at least 5 feet tall, there are windows located in the backyard that have direct access to the pool area. A deficiency of Type A was cited during today’s inspection. A civil penalty of $500 for a maximum of 5 days was assessed as this regulation was violated.

Based on observation, the licensees did not comply with the section cited above. LPA observed an in-ground swimming pool in the backyard where children have access. Per Licensees, the installation of their in-ground swimming pools in the backyard started in November 2023 and completed around January 2024. Licensees failed to notify the Department of the installation of the in-ground swimming pool; therefore, it poses a potential health, safety, or personal rights risk to children in care.

LPA observed a built in-ground pool in the backyard. Based on observation, the pool fencing did not meet the requirement as followed: the metal fence was not at least five high, plastic turquois netting fabric was installed around the fencing obscuring the view of the pool. The gate was not swing away from the pool, the gate was not self-close and self-latching, the device of the self-closing/latching are not located no more than six inches from the top of the gate.

Licensees were reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Home. During today’s inspection, LPA observed an adult residing in the home who has no background clearance associated with this facility. Licensees provided evidence that Licensees have attempted to have the adult household member complete the background clearance. A deficiency Type B was cited during today’s inspection.

LPA discussed the Safe Sleep Regulations with Licensees and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensees of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensees have infant enrolled in the facility. Licensees understands that there shall be one play yard for each infant in care, the play yard is kept free from all loose articles and objects while infants are sleeping, and there are no objects hanging above or attached to the play yard. Infants are not swaddled while in care. Licensees provided proof of physically checking on infant every fifteen minutes document any sign of distress, which includes but is not limited to flushed skin color, increase in body temperature, restlessness, and labored breathing on a sleeping log. Licensees understands that infants can be visually observed through an open door if sleeping in a separate room.

Licensees ensures that children in care are supervised at all times and is aware children shall not be left in parked vehicles.Car seats are used for transportation purposes only and are not used for sleeping children. Capacity as specified on the license is being maintained.

LPA reviewed a sample of children’s files and observed files were complete with emergency information as required. Licensees’ Mandated Reporter training was completed on 02/27/2024. Licensee’s pediatric CPR/First Aid will expires on 07/2025. A review of records indicates that Licensees have immunization records on file for influenza, pertussis, and measles.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA and Licensees discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations.



Licensees were informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Per Title 22, Division 12, Chapter 3 of the California Code of Regulations, the following deficiencies are being cited during today’s inspection. (See next page, LIC809-D).

Upon receipt of a Type A violation, Licensees shall post and provide copies of this licensing report to parents/guardians of children in care at the facility and to parents/guardians of children newly enrolled at the facility during the next 12 months. A copy of the Fact Sheet - Child Care Parent Notification Requirements and a copy of LIC 9224 Acknowledgement of Receipt of Licensing Reports were given to Licensees.

Licensees were provided a copy of appeal rights. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensees. During the exit interview, Licensees confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
