On 01/09/2024, Licensing Program Analyst (LPA) Ka Vang conducted an unannounced Case Management - Other (90 Day Inspection) and met with Licensee, Savannah Mercado. Present were also two uncleared adults in the home providing supervision care for the daycare children. LPA explained the reason for the inspection and toured the inside of the home. The backyard of the home was inaccessible to the children in care. Licensee confirmed that her daycare hours of operation is Monday through Friday, from 5:00 AM-6:00 PM. Licensee confirmed that her daycare home phone number is (209) 485-1699.

LPA observed age-appropriate toys in the playroom and observed that the home was clean and free of toxins. LPA went over the types of toys or other equipment that is not allowed in a Family Childcare Home. Licensee confirmed that the daycare children have access to the daycare room located in the main livingroom and hallway bathroom. The bathroom was found clean and free of toxins. Licensee has placed a children's safety gate around the main daycare area to prevent daycare children from having access to the main living room, kitchen, and the rest of the house. Off-limits rooms are made inaccessible by the use of plastic doorknob covers and safety gates. There is a fireplace in the front living room and a wood burning stove in the daycare room and Licensee stated that the fireplace and wood burning stove will not be used during daycare hours. There is a children safety gate installed in the daycare room to prevent children from having access to the wood burning stove. LPA observed that the slide glass door to the backyard is locked and off limits to the day care children.



The knives are stored in a cabinet inaccessible to children in care. Cleaning products are stored underneath the kitchen sink which are made inaccessible to children in care. Licensee has stored medication up high in her pantry which is inaccessible to children in care. LPA discussed with licensee regarding the safe sleep regulations and reminded licensee to not store anything inside the cribs and playpens. Based on observation the licensee did not comply with the section cited above. During the unannounced Case Management-Other (90 Days Visit), LPA observed Staff #2 (S2) and Staff #3 (S3) were providing daycare supervision for six daycare children. Staff #2 stated that Licensee left at 9:30 AM to a private appointment; therefore, S2 and S3 providing care for the daycare children. Both S2 and S3 confirmed that they have provided supervision care to Licensee “whenever she has appointments.” Having an uncleared adults in the daycare home poses an immediate health, safety, or personal rights risk to children in care.

Licensee stated that she made one of the “off-limit” area to be accessible to the children in care. Once the off-limit area is ready to be inspect then Licensee will contact Licensing for inspection.

Licensee has a working fire extinguisher. LPA reminded licensee that it needs to be serviced or replaced yearly. Licensees CPR/First Aid certificate does not expire until 04/2025. The carbon monoxide and smoke detector were tested and found in working condition. A child's file was reviewed along with the children's roster, and everything was completed and up to date. Licensee stated that there are no guns or ammunition in the home. Licensee is up to date with the immunization requirements. Mandated Reporter Training AB 1207 was taken on 06/28/2023.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA and Licensee discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations.



Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Licensee was reminded that it is her responsibility to know the regulations for Family Child Care Home which can be accessed on-line at www.ccld.ca.gov.

Per Title 22, Division 12, Chapter 3 of the California Code of Regulations, the following deficiencies are being cited during today’s inspection. (See next page, LIC809-D).

Upon receipt of a Type A violation, Licensee shall post and provide copies of this licensing report to parents/guardians of children in care at the facility and to parents/guardians of children newly enrolled at the facility during the next 12 months. A copy of the Fact Sheet-Child Care Parent Notification Requirements and a copy of LIC 9224 was given to Licensee.

Licensee was provided a copy of appeal rights. A notice of site visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with the Licensee. During the exit interview, the Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
