Licensing Program Analysts (LPAs), Cortney Nelson and Andrea Cortez, met with Program Director, Laura Dunn, and Site Director, Margaret Lopez, to conduct follow-up regarding classroom relocation for the preschool program. LPAs were assisted to the school by Laura and escorted to the classroom and outdoor playground.

The preschool was originally licensed in the "Apple Pie" classroom and is relocating to classroom #3. Relocation is due to a tree falling onto the "Apple Pie" classroom, making it inaccessible to children and staff.

LPAs toured classroom #3 and observed that it is equipped with toys and equipment that is age appropriate and safe for day care children. There is a kitchen area, books, puzzles, crafts, and other toys for children to play with. The classroom has three (3) tables, fifteen (15) chairs, thirteen (13) nap mats, and twelve (12) cubbies. There is a fully charged 2A10BC fire extinguisher (last serviced: 7/2023), functioning carbon monoxide detector and built in fire/smoke system. Drinking water will be provided to the children from a drinking fountain located inside of the classroom and children will utilize water bottles supplied by the school or brought from home.

The facility had water lead testing completed by Monterey Bay Analytical Services on 3/13/2024 for classroom #3. An Action Level Exceedance was found for faucet D located in the classroom sink faucet which measured at 8.4 parts per billion (ppb). LPAs observed that the faucet is covered with a bag and labeled with a "Do not use" sign and the facility maintenance has advised that the faucet will be fully replaced and retested. LPAs advised that the faucet shall continue to remain inaccessible to children until it is retested. Once retesting has been scheduled, LPAs requested that Laura continues to keep the Department updated.

A fire clearance was approved by Carmel Fire Department on 2/29/2024 for a capacity of 13 children, all ambulatory.

The preschool children will use a bathroom located in the same portable next to classroom #3 and have exclusive use to the bathroom. LPAs advised that the bathroom shall be equipped with a diaper changing mat and a waste basket with a tight fitting lid for preschool children who are potty training. Margaret states that the facility has those items and they can be moved to the bathroom that will be used.

LPAs toured the outside area and Laura states that it is the same outdoor area that was originally licensed for use. There are two playground structures, bicycles, garden boxes, and other play equipment for children to use while outside. Water will be provided to the children via water bottles brought outside and a water faucet located near the garden boxes. LPAs requested that water lead testing for the water faucet shall be submitted prior to use by children as it was not on the test conducted 3/14/2024. Laura states that it has been water lead tested. Shade is provided by canopy and large trees outside. The "Apple Pie" classroom will be undergoing construction and Laura states that a fence shall be added to the outside area to keep preschool-age children safely away from the construction. LPAs advised that the fence shall be at least four (4) feet tall and secure to the ground so children cannot get to the construction area. The portable shall be demolished and replaced with a brand new portable and Laura states it shall be starting soon. LPAs additionally advised that preschool children shall not commingle with school-age children and requested that outdoor schedules are submitted for the preschool and school-age children to indicate when the preschool children shall go to the outdoor area without commingling.

The facility offers a half day and full day program and serves AM/PM snack and lunch to the children enrolled. The food is provided through the Carmel Unified School District and is brought to the school daily. Food shall be stored in the cafeteria and brought to the classroom when food is to be served. LPAs advised that a refrigerator shall be added to the classroom if perishable foods shall be stored in the classroom prior to being served to the children. LPAs advised posting the menu of food served for parents/authorized representatives to have access to.

As a result of todays inspection, a deficiency was cited, see LIC809-D.

Exit interview conducted and the report was reviewed with Program Director, Laura Dunn, and Site Director, Margaret Lopez.

LPAs advised that classroom 3 shall be licensed pending manager review/approval and submission of the following corrections:
-Water lead testing results for water faucet located outside near the garden boxes
-Schedule for school-age and preschool children to illustrate that commingling will not occur as preschoolers go to the outdoor area
-Fence at least four (4) feet tall installed to prevent access to portable by the preschool children
-Waste basket with tight fitting lid and changing pad to be added to the restroom
-Add personal rights, snack/lunch menu, and passenger safety law poster to the required postings in the classroom
-Submit LIC9275 and LIC9276 for water lead testing that has been completed at the facility

The facility has made Faucet D inaccessible to children by placing a bag over it and labeling it with a sign that indicates "Do Not Use." The facility further indicates that they shall be fully replacing the faucet and will conduct retesting.
