On 7/09/2026, Licensing Program Analyst (LPA) Andy Yang conducted an unannounced complaint investigation. LPA met with Director, Sharon Valencia to deliver the complaint allegations listed above. Present for today’s investigation were Director, (7) staff, and (33) children. LPA toured the indoor areas of the facilities.

During the investigation, LPA interviewed Director, coordinator, staff and parents. LPA interacted with children, conducted observations, and reviewed records received.

First allegation stated that staff handled day care children in a rough manner. It was reported that Staff S1 had pushed a child and dragged a child by their clothing. Based on the result of the investigation there was not preponderance of evidence to indicate S1 had mishandled children in care.

Second allegation stated that staff yelled at children in care. It was reported that children have been yelled at by staff. Based on the result of the investigation, there was no indication that staff have yelled at children in care that may have violated the personal rights of children.

Third allegation stated that staff engage in verbal altercation in front of day care children. It was reported that S1 frequently yells at staff in front of children. Based on the result of the investigation, there was no preponderance of evidence indicating of S1 engaging in verbal altercation in front of children.

Forth allegation stated that staff are not following diaper changing procedures. It was reported that diaper changing protocols are not consistently followed. Based interviews and observation, facility has processes in place for diaper changing protocols and documenting each child's diaper checks. LPA observed staff properly disposing diapers during a changing process and properly sanitizing the changing tables. Diaper procedures is located on the wall near the diaper changing table. Based on the result of the investigation, there was no indication that staff are not following diaper changing procedures.

Last allegation stated that staff did not ensure emergency/first aid kits. It was reported that emergency kits are missing from the classrooms. Based on interviews and observation, each classroom has a dedicated area for the first aid kits. LPA observed that each classrooms have first aid kits available. As a result of the investigation there was no indication that the emergency/first aid kits were missing from the classrooms.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegation is unsubstantiated.

No deficiency issued for this allegation. Appeal Rights provided.



A notice of site visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with the Director, Sharon Valencia.
