Licensing Program Analyst (LPA) Fermin Campos-Jaramillo met with Janet Ramos, licensee, for an unannounced annual inspection. LPA explained the nature of today’s inspection to her. Present was licensee's helper Maria Nava. LPA Days and hours of operation are Monday to Saturday, 5:30am to 6:00pm. The adults that reside in the home are licensee, her husband Richard, and her mother Maria. Licensee children ages 11, 9, and 6 years old. LPA observed there were 6 children present including one infant, 4 preschool age, and one school age.

LPA toured the indoor and outdoor areas of the home during today’s inspection. LPA observed that the home is clean and orderly, with heating and ventilation for safety and comfort of the children. LPA observed a barricaded fireplace in the home. LPA observed safe and sufficient materials, toys, and play equipment for the day care children. LPA observed a fully charged 3A40BC fire extinguisher last time serviced on 6/28/23. LPA observed a working smoke detector and a working carbon monoxide detector. Licensee states there are no weapons/firearms in the home. Off limit areas indoor: master bedroom and attached garage. LPA observed there are no bodies of water in the home. LPA observed that part of the back yard is fenced and locked. Off limits outdoor: Right and left side yards and far back of the backyard. LPA observed two pet dogs out of the home. Licensee states the dogs stay in fenced off area or in the garage and are vaccinated.

LPA observed licensee, and her helper Maria have current CPR and First Aid certification that expiring on 2/02/26. LPA obtained a copy of the children's roster. Licensee documented the last fire drill on 1/17/24. LPA reviewed five children's files and observed that parent's rights forms, consents for emergency medical treatment forms, and Identification and emergency information forms are in each file. Licensee and her helper have not renewed the Mandated Reporter training which has expired on 8/26/23. Licensee was reminded the mandated reporter training is to be renewed every two years. LPA referred the Licensee to the training website: www.mandatedreporterca.com for additional information on the online training.

Administration of Child Day Care Licensing
(1) On or before March 30, 2018, a person who, on January 1, 2018, is a licensed child day care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter training provided pursuant to paragraphs (2) and (3) of subdivision (a), and shall complete renewal mandated reporter training every two years following the date on which he or she completed the initial mandated reporter training.

Supervision of children was discussed with licensee and she understands that she must be present in the home during day care hours and ensure that the children are supervised at all times. Licensee understands her capacity options and she understands that she cannot have more than 8 children in the home at any time, and ratio (age of the children) must be observed. Licensee understands that her own minor children count as part of the capacity on her license until they reach the age of 10 years old. Licensee stated she transports children via vehicle, licensee understands that children cannot be left in parked vehicles unattended at any time. Licensee uses redirection and communication with children as a form of discipline.

A review of staff records on 1/16/24 indicates that all Facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.
Licensee was reminded that all the adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep web page at

LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the LICENSEE Janet Ramos confirmed that there are no Registered Sex Offenders living in the facility.



Exit interview conducted and report was reviewed with the licensee Janet Ramos.

One type B deficiency was cited today.

Licensee was informed that failure to correct the deficiencies by the specified Plan of Correction Due Date will result in assessment of civil penalties in the amount of $100 per day per violation until the correction is made.
