Licensing Program Analyst (LPA) Elizabeth Larios conducted an unannouced inspection to deliver the complaint allegations listed above. LPA met with Director, Maria Ochoa and explained the purpose of today's visit. LPA conducted staff interviews.

Based on the available evidence, it is concluded that although the allegation listed on this complaint (Staff are standing over the daycare children and Staff are yelling at the daycare children) may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur. The allegation(s) is therefore UNSUBSTANTIATED.

No deficiency was cited. Exit interview was conducted, where this report was reviewed and discussed with Director, Maria Ochoa.
