Licensing Program Analyst (LPA) Dung Mac conducted a scheduled Tele-Pre-Licensing inspection via video conference call (FaceTime) with Evelyn Weimer, Partner. The Applicants are applying for a combination center (Preschool #274416280 and Infant #274416281) on the same premises. A Fire clearance was approved by Monterey County Regional Fire District on 4/28/2021.

The Preschool Center will operate Monday through Friday from 07:30AM to 05:30PM, serving children ages 2-5 years old. The Preschool program will be using Room 3 and the Infant program will be utilizing Rooms 1 & 2.

The facility was inspected inside and outside via video conference call (FaceTime). During today’s video conference call, the indoor/outdoor measurements were taken by Evelyn Weimer, Partner, and Laura Barn, Partner/Director, as LPA observed the measuring process and provided direction over the video conference call.

INDOOR ACTIVITY SPACE:

Room 3: 23.000 x 32.000 = 736.000

TOTAL INDOOR ACTIVITY SPACE: 736.000 divided by 35 = 21 Preschool children

There is insufficient square footage for the requested capacity to provide care for 24 children. Applicants will submit an updated application showing the total allowable capacity of 21 preschool children.

Facility has 3 sinks (45) and 4 toilets (60) for children to use. The sinks used by children only have cold running water. Children who become ill will be isolated in the office with isolation equipment. There is a separate staff bathroom not utilized by the children which an isolated child can be used if needed.

LPA observed a trash can with tight-fitting lid for the disposal of solid waste and smoke/carbon monoxide detectors in classroom. LPA observed the alcove is gated on both sides. Cleaning supplies are kept in a locked storage outside the classroom, inaccessible to children. Evelyn states that the medications and first aid supplies will be stored in Director's office.

There are 3 tables, 12 chairs, 12 bins, and 12 cots for the children. Drinking water is readily available for the children via water dispenser and disposable cups.

The food preparation area has hot and cold running water, refrigerator, dish washer, stove, and storage space for food. The Facility will provide breakfast, lunch, and PM snack to the children. Cleaning and sanitation of dishes and utensils will be done via hand washing. Disposable utensils and plates will be utilized by the Facility at this time.

Laura Barn, Partner/Director, and Evelyn Weimer, Partner, have obtained a Criminal Records Clearance and Child Abuse Index Checks. Director has met the education and experience qualification requirement and has completed Preventative Health Practices, which included pediatric cardiopulmonary resuscitation and pediatric first aid, Child Care Nutrition, and Lead Poisoning Prevention. The Director has proof of immunity against Measles and Pertussis, Influenza, and Health Screening with Tuberculosis clearance on file.

OUTDOOR MEASUREMENTS: 90.667 x 23.000 = 2,085.34
19.000 x 26.417 = 501.920

TOTAL OUTDOOR SPACE = 2,587.26 sq ft divided by 75 = 34 Preschool children

LPA observed the playground is surrounded by appropriate fencing. No bodies of water were observed. Shade is provided by canopy. Drinking water is available outdoor via pitcher/cups.

Incidental Medical Services (IMS) policy was discussed. Applicant was provided the information regarding ADA: toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: http://www.ada.gov/childqanda.htm.

LPA reminded Applicant of the applicable civil penalties for those adults who have not received fingerprint clearances, are not associated to the facility, and who come in contact with or provide care and supervision to the children. For an initial violation, civil penalty amounts to $100.00 per person per day up to $500.00 per person. For a subsequent violation within a 12-month period, civil penalty amounts to $100.00 per person up to $3000.00 per person.

LPA advised Evelyn that due to the current Covid-19 pandemic and "Shelter In Place" Order, the Evaluation Report will be emailed to her (email: laurasbarnccc@gmail.com) with "Read Receipt" notification. Evelyn understands that her reply to the email will serve as acknowledgement that the report was received.

LPA conducted an exit Interview and advised Evelyn that a license for 21 Preschool children will be submitted for the final stage of review by Licensing Management upon receiving of the following:
1) Updated Application (LIC 200A).
2) Staff bathroom needs to be labeled.
3) Age-appropriate materials/toys for outdoor activity.
