On 07/17/2023 at 9:00 AM, Licensing Program Analyst (LPA) Susy Cervantes met with Site manager and assistant manager Monica Cano and Anabel Garcia for a pre-licensing visit and explained the reason for the visit to them. The facility is currently licensed as Little Bear Creek State Preschool #274415708, this is a change of ownership visit. A fire department clearance was received from the Monterey County Regional Fire District prior to today's visit. LPA toured the facility both inside and out as well as measured the indoor space. The following indoor measurements were taken today:

Indoor space measurements:
ROOM 27 39 x 23 = 857.53 minus 39.47 (encumbered space) = 857.53
ROOM 28 39 x 23 = 857.53 minus 39.47 (encumbered space) = 857.53
ROOM 32 39 x 23 = 857.53 minus 150.66 (encumbered space) = 746.34
ROOM 33 39 x 23 = 857.53 minus 123.94 (encumbered space) = 773.06
ROOM 34 39 x 23 = 857.53 minus 112.17 (encumbered space) = 784.83
TOTAL PRESCHOOL INDOOR SPACE: 4,019.29 sq. ft. divided by 35 = 114 children.

There are 7 toilets (105) and 18 sinks (270) available for the children. There is a separate staff bathroom which is located between the children's restroom that will be used by the sick child. The sick child will be isolated in the Director's office and isolation equipment is provided. LPA observed no fireplaces or wall heaters at the facility. Heating and air conditioning is provided in all classrooms. The rooms have appropriate lighting. The center will be administering medication and there is a medication lock box in each classroom. First aid supplies are stored in each room, they are adequate and are inaccessible to children. Carbon monoxide detectors are operable. There are 3A40BC fire extinguishers that were serviced on 06/09/23 in each classroom. Cleaning supplies are stored in a locked box in each classroom.

The center will be providing meals and snacks that will be prepared off site in the main office kitchen and will be ready to serve. The office is equipped with refrigerator, microwave, and sink with hot and cold running water. Facility will use disposable and re-usable dishes and cups that will be rinsed and sent to the main office to be cleaned and sanitized. LPA observed solid waste container with tight-fitting lid in each classroom. There are 120 cubbies, 15 tables of different sizes, 149 chairs, and 123 cots. Drinking water is available indoor and outdoor by water dispensers and cups.

Outdoor measurements were not taken during today's visit, the facility is currently licensed (Little Bear Creek State Preschool #274415708), measurements taken on pre-licensing visit on 09/06/2017:

TOTAL PRESCHOOL OUTDOOR SPACE = 9,432.52 divided by 75 sq. ft. = 125 children

The playground is surrounded by appropriate fencing. There is a climbing structure with tan bark as resilient material. LPA observed no bodies of water. Shade is provided by canopies. No transportation is provided by the school. There is one working telephone numbers for the center which is (831) 755-0352.

All staff are hired and fingerprinted through the Monterey County Office of Education. Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. LPA reviewed with facility representative the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Facility representative was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-carelicensing/subscribe and select the Child Care option to receive email communication.

LPA informed facility representatives, Anabel Garcia and Monica Cano, that due to lack of toilets, facility can only be licensed for 105 children, LPA received a new LIC 200 with a request for 108 children as well as a waiver request for the three additional children and a bathroom schedule. Exit interview conducted and report was reviewed with the facility representatives, Anabel Garcia and Monica Cano. LPA advised facility representative that licensure for 108 children will be approved pending the following:

- Review of documents and waiver
