Licensing Program Analysts (LPAs) Mel Matos and Fermin Campos Jaramillo met with Petra "Edeza" Sanchez, site manager, for a case management inspection. Purpose of today's inspection: Capacity increase from 105 to 129 children, including adding Rooms 29 & 30 for a toddler option program. Hours of operation: Monday to Friday 7:30 AM - 4:30 PM. The Facility is currently licensed in Rooms 27, 28, 32, 33, & 34. A fire department clearance approval was received from the Monterey County Regional Fire District prior to today's inspection. LPAs toured the Facility, indoor and outdoors, and measured Room 29 & 30 as well as the playground during today's inspection. Measurements for Rooms 27, 28, 32, 33, & 34 were taken by LPA Cervantes on July 17, 2023.

Indoor space measurements:

ROOM 27: 39 x 23 = 857.53 minus 39.47 (encumbered space) = 857.53
ROOM 28: 39 x 23 = 857.53 minus 39.47 (encumbered space) = 857.53
ROOM 32: 39 x 23 = 857.53 minus 150.66 (encumbered space) = 746.34
ROOM 33: 39 x 23 = 857.53 minus 123.94 (encumbered space) = 773.06
ROOM 34: 39 x 23 = 857.53 minus 112.17 (encumbered space) = 784.83
ROOM 29 (toddler option): (17.25 x 12.25 = 211.31) + (22.92 x 21.83 = 500.34) minus 9.36 encumbered space = 702.29
ROOM 30 (toddler option): (19.92 x 23 = 458.16) + (12.33 x 19.17 = 236.366) minus 20.44 encumbered space = 674.08

TOTAL PRESCHOOL INDOOR SPACE: 5,395.66 sq. ft. divided by 35 = 154 children.

There are 11 toilets (165) and 22 sinks (330) available for the children. There is a separate staff bathroom which is located between the children's bathrooms outdoors in the playground area that will be used by the sick child. There are changing tables in Rooms 29 & 30 within arm's reach of a sink with hot/cold running water. A sick child will be isolated in the Director's office (located in Room 31) and isolation equipment is provided. LPAs did not observe fireplaces or wall heaters inside the Facility. Heating and air conditioning is provided in all classrooms. All rooms have appropriate lighting. First aid supplies are stored in each classroom and are inaccessible to children. Carbon monoxide detectors are operable. There are 3A40BC fire extinguishers in each classroom. Cleaning supplies are stored in high cabinets and locked cabinets in each classroom.

LPAs observed that the Facility is clean, safe, sanitary, and in good repair for children, staff, and visitors. The Facility has adequate ventilation, including central air conditioning/heating. Petra states that the Monterey County Office of Education provides cleaning services Monday through Friday in the evenings. Petra understands that the Facility must be kept free of flies and other insects & rodents. LPAs observed that all furniture and equipment is in good condition and safe for the children.

The Facility provides breakfast, lunch, and snack that is prepared off site in the main office kitchen. All meals are delivered to the Facility daily. The kitchen areas are equipped with refrigerator, microwave, toaster, warming ovens, and sink with hot and cold running water. Facility will use disposable and reusable dishes and cups that will be rinsed and sent to the main office kitchen to be cleaned and sanitized. LPAs observed solid waste containers with tight-fitting lid in each classroom. There are 129 cubbies, 21 tables of different sizes, 129 chairs, and 141 cots. Drinking water is available indoor and outdoor via water dispensers and cups.

Outdoor Measurements:

PLAYGROUND: (96.5 x 19.5 = 1,881.75) + (25.25 x 71 = 1,792.75) + (64.17 x 73.58 = 4,721.62) + (64.17 x 26.83 = 1,721.68) minus 105.06 encumbered space = 10,012.74

TOTAL PRESCHOOL OUTDOOR SPACE = 10,012.74 divided by 75 sq. ft. = 133 children

The playground area utilized by children is surrounded by appropriate fencing and the outdoor surfaces are safe for the children. The toddler and preschool children will use the playground at different intervals throughout the day. LPAs observed that the outdoor equipment is age appropriate and in good condition. There is a secure play structure that is age appropriate for the preschool children. There is sufficient cushioning materials (wood chips) under and surrounding the play structure. Shade is provided by building overhangs and canopies. LPAs did not observe any bodies of water. The Facility does not provide transportation.

The program is operated by the Monterey County Office of Education and all criminal background checks for staff are handled by the Department of Education and thus do not come under the jurisdiction of Community Care Licensing Division.

LPAs provided a copy of the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Petra was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. LPAs advised Petra that a license for 129 children, including 24 toddler children, and Rooms 29 & 30 are approved effective today, January 25, 2024.

Exit interview conducted and report was reviewed with the site manager, Petra "Edeza" Sanchez. A notice of site visit was given and must remain posted for 30 days.
