25 | On 05/08/2025, Licensing Program Analyst (LPA) Janette Cruz met with Applicant representatives, Elia Garcia and Maricar Osorio. The purpose of the visit was an announced pre-licensing inspection at the facility to ensure that health, safety and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. There were no children present during this inspection. This application requests the relocation of three consolidated facility licenses (Facility #s 274408825, 274404864, and 274407552) to a single site, with a capacity for 72 children, ages 2 to 5 years in classrooms 1(101), 2(106) and 3(111). The childcare center will operate Monday – Friday 8:15 am – 11:00am and from 12:30pm - 3:30pm. The City of Salinas Fire Department approved the fire clearance on 02/04/2025. LPA notes that the fire department inspected the entire building and granted fire clearance for classrooms 124 and 130 which will not be used as preschool classrooms but designated for Special Education program under Alisal Union School District.
LPA toured and measured the on-limits areas and classrooms located at the facility.

The Indoor total measurements contain a total of 3016.29 square feet, which will accommodate Applicant’s request for 72 children.

Outdoor total measurements contain a total of 6169.95 square feet, which will accommodate Applicant’s request for 72 children.
Indoor/Children’s Area:
The facility was observed to be clean, safe, sanitary and in good repair to ensure the safety and well-being of children, employees and visitors. A comfortable temperature for children shall be maintained at all times. Furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. There are 90 chairs, 19 tables, 81 cubbies, 6 toilets, and 9 sinks for the preschool program. There are age-appropriate fixture and equipment available for children during today’s inspection. LPA observed that each classroom has its own staff office and staff restroom. There is fully charged fire extinguisher and smoke detector,
