25 | On 06/24/2026, Licensing Program Analysts (LPAs) Diana De Leon and Deanna Villagrana met with licensee Noemi Valdez for an unannounced annual/random inspection visit. LPAs explained the reason for the visit. Present were licensee,licensees mother, assistant, seven school age children and two infants. Days and hours of operation are Monday to Saturday, 5:30am to 5:30pm. The adults that reside in the home are licensee, her mother, her sister and 14 year old daughter.
A review of staff records on 06/23/2026 indicates that all Facility staff or other individuals who require caregiver background checks have received criminal records and child abuse index clearances or exemptions. Licensee Noemi Valdez was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption prior to initial presence in a Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if the regulation is violated.
LPA toured the indoor and outdoor areas during today's visit. The home is one of three homes located on the premises. All homes have the same address but are identified by A, B, and C. There are barricaded stairs in the home leading to second floor. Off limit areas inside the home: upstairs two bedrooms, one bathroom, outdoor patio, loft and walk in closet, downstairs two bedrooms, one bathroom, kitchen, pantry and attached garages. There are two garages together and one separate. LPA observed a fully charged 3A40BC fire extinguisher, working combo smoke and carbon monoxide detector, fenced backyard, and no bodies of water. Off limit areas outdoor: left side yard of yard that includes a bedroom where applicants sister resides. Licensee stated that there are no weapons in the home. Cleaning Products, toxic agents, medications, and sharp objects were inaccessible to children.
