An unannounced inspection was made to the facility by Licensing Program Analyst (LPA), Cindy Castro. LPA met with Gloria Loyola, Licensee (L1) and Jennifer Loyola, Co-licensee (L2). There are currently five adults living in the home. L1 and L2 was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

During the inspection the home was toured inside and outside. The licensee and co-licensee were supervising five children and operating within the licensed capacity and ratio requirements. The facility’s operating hours are 7:30 AM to 10:30 PM, Monday–Friday. The floor plan submitted by the licensee was reviewed and verified. The "off limits" areas of the home are two bedrooms and garage were made inaccessible by means of key locked door. The front yard is used as the outdoor play area and is fully fenced. The home was clean and orderly and was at a comfortable indoor temperature. There were safe toys and equipment available for children. There is a working telephone in the home. The licensees have current pediatric CPR and First Aid certification, which expire on 10/2025. The Co-licensee’s CA mandated reporter training certificate expires January 2025. Items which could pose a danger to children (detergents, cleaning compounds, and medications) were stored out of the reach of children. Licensees stated that poisons are locked in the basement. The requirement that poisons be stored in a space locked with a key lock/combination lock was reviewed. Licensee stated that she had a central heating and A/C unit installed for the home and vertical wall heater is not used at all. There is a working smoke detector, carbon monoxide detector and fire extinguisher rated at least 2-A, 10:BC. The licensee has conducted an emergency drill, the most recent Fire drill was documented on 11/16/23. The requirement that an emergency drill needs to be conducted every six months was reviewed with L1 and L2. (Continued on LIC809-C)

The licensees stated there are no firearms and/or other dangerous weapons in the home, and none were observed during today's inspection.

LPA discussed safe sleep regulations with licensee and co-licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee's was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, licensee and co-licensee, confirmed that there are no Registered Sex Offenders living in the facility.
