32 | Licensee (L1) stated that she was made aware of classroom 4 not getting enough heat on 02/10/2025 and immediately started working with the facilities handyman to solve the problem. L1 stated it was discovered that there was not enough heat coming through the registers. L1 further stated they discussed using space heaters, but was advised it was not a good idea as the building is old and would trip the breaker. In addition, L1 stated they have moved drop off to the doors located inside the hallway, hoping to keep the outside doors closed and heat in. L1 also stated that while the classrooms were cold as they were trying to fix the problem, the children were being kept in layers of clothing staying bundled and warm. L1 stated on 02/19/2025 thermometers were installed in each classroom so teachers can monitor the temperature throughout the day.
Staff interviews (S1-S3) all stated classrooms 1, 2, and 4 did have a problem with being cold, but as soon as L1 was made aware of the problem she was trying to fix it. S2 specifically stated they felt cold air coming from under one of the doors, they told L1 and the next day there was an draft stopper at the door keeping the cold air from coming in.
Parent interview P1 stated they drop their child off in the classroom and have never noticed the temperature, while P2 stated they drop their child off outside, so they are unsure of the classroom temperature. LPA observations revealed that during the visit on 02/19/2025 classrooms 1, 2, and 4 all were cold upon entry and not at a comfortable indoor temperature. LPA observed a thermostat in the hallway with a reading of 68 degrees. LPA observed heating vents in all three classrooms, but air only coming out of the vent in classroom 4 while the heater was on. On 02/20/2025 LPA received documentation that classrooms 1 and 4 had temperature sensors installed and both had readings of 68 degrees. LPA observations during the visit on 03/05/2025 classrooms 1, 2 and 4 all were warm upon entry and at a comfortable indoor temperature. LPA observed thermostats in all three classrooms, with temperature readings between 68 – 70 degrees.
Based on the information gathered during this investigation, although the allegation may have happened or is valid, there is not a preponderance of evidence to prove that the allegation occurred and therefore is determined to be unsubstantiated. There were no Title 22 deficiencies cited. This report was reviewed and discussed with Licensee / Director, Milli Pintacsi. Appeal rights were provided. Notice of Site Visit shall be posted for 30 days from today's visit. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
